<<'The EU must do more to prioritise protecting media freedom and human
rights in Turkiye'
19 journalists and human rights organizations calls on the new European
Commission and the new European Parliament to strengthen their
commitment to protecting journalists' rights and freedom of expression
in their relations with Turkiye.
News Center- A statement coordinated by the Media Freedom Rapid Response
(MFRR) and 19 media freedom, human rights and journalists' groups calls
on the new European Commission and the new European Parliament to
strengthen their commitment to protecting journalists' rights and
freedom of expression in their relations with Turkiye. <Relations
between the European Union and Turkiye have been at an impasse for
several years with Turkiye occupying the status of an applicant country
in a process that has long since stalled. The EU institutions need to
find a way to reinvigorate relations and ensure that the protection of
human rights is front and centre of those relations,> the statement says.
<Over the past two decades, Turkiye's government has captured over 90%
of the media landscape, including direct control over the country's
public media and indirect control over much of the mainstream media
through party-aligned oligarchs. It has abused the power of state
advertising to create compliant journalism and weaponized the broadcast
regulator, RTUK, to routinely target broadcasters with financial
penalties for critical news reporting.
Crackdown on independent media
<The capture of mainstream media has been backed by a mass crackdown on
independent media, including the arrests of hundreds and prosecutions of
thousands of journalists in the years since the failed coup of 2016.
While the number of journalists behind bars has fallen dramatically,
hundreds continue to face prosecution leading to ever growing levels of
self-censorship. During 2023, at least 207 journalists faced trial and
at least 22 of them were sentenced to prison or fined with 22
convictions.> Pointing to tassaults, trolling and smear campaigns
against journalists from government-aligned media, the statement says,
<The police routinely arrest journalists at demonstrations and prevent
them from reporting.>
According to the Mapping Media Freedom database, which documents media
freedom violations across EU Member States and candidate countries,
since July 2023, 168 alerts have been located in Turkiye. <The 2022
Disinformation Law has seen at least 30 legal actions taken against
journalists in 2023 and pressured online platforms to readily
self-censor content that the government deems to be disinformation or a
threat to national security. Algorithmic bias already channels over 80%
of news searchers on Google to pro-government media forcing independent
media to exist in a restricted news bubble. This hostile economic and
judicial environment muzzles journalism and denies the public access to
a plurality of media sources.>
The statement also mentions the increasingly restrictive process faced
by journalists in Turkiye for obtaining visas to EU Member States. <Meanwhile
Turkish journalists face an increasingly restrictive process for
obtaining visas to EU Member States with delays and some journalists
being simply refused. This trend undermines the ability of Turkiye's
journalists to build and sustain links to their peers abroad. <During a
high-level delegation visit to Brussels in June 2024, invited by the
outgoing EU Ambassador to Türkiye, an experienced journalist was refused
a visa by the Belgian Embassy, despite having an invitation from the
European Commission. This and other examples of arbitrary visa denials
creates another barrier to Turkish journalists' reporting. EU Member
States should immediately act to ease the process for journalists from
Turkiye to obtain visas for professional purposes.> In the statement,
the 19 organizations urge European governments and policy makers to
ensure media freedoms and fundamental rights are placed at the heart of
future relations with Turkiye, and call for them to:
- Facilitate the procedure for Turkish journalists to obtain Schengen
visas;
- Provide support, including direct financial grants, to media
organisations in Turkiye;
- React strongly to incidents of attacks on journalists and take
concrete measures to support journalists, including emergency support;
- Develop a clear, comprehensive and consistent relationship with
Turkiye's authorities in order to facilitate the review of policies and
the repeal of legislation that is not compliant with international and
European standards on the freedom of expression.

<<More than 20,000 letters sent to CPT
More than 20,000 letters have been sent to the European Committee for
the Prevention of Torture (CPT) as part of the letter-writing campaign
launched by the European Kurdish Women's Movement (TJK-E).
News Center- The European Kurdish Women's Movement (TJK-E) has released
a written statement announcing that the letter-writing campaign launched
by the TJK-E on April 18, 2024 to prompt the European Committee for the
Prevention of Torture (CPT) to fulfill its responsibility against the
isolation imposed on Kurdish leader Abdullah Ocalan, has been completed.
The statement pointed out that Kurdish leader Abdullah Ocalan has not
been allowed to see anyone for 41 months.
The statement is as follows:
<Although dictator Erdogan aims to destroy the Kurdish Freedom Movement
by carrying out massacres and occupation attacks, this will be his own
end. The resistance of the guerrillas and the democratic struggle of the
Kurdish people have already overturned his plans. Leader Apo's paradigm
based on democracy, women's freedom and ecology has become an
alternative to the capitalist system suffering from a major crisis.
Dictator Erdogan aims to establish more sovereignty in the Middle East
to make his rule permanent and to go down in history as the leader who
realizes the dreams of Neo-Ottomanism. He brings occupation and chaos in
the region by using inhuman practices such as war, massacre, migration,
arrests, violence, rape and femicide. All international organizations
and countries, so-called democratic organizations and countries, play
ostrich by sitting and watching the genocidal policies and supporting
and giving the green light to the dictator Erdogan's government.
'The international forces are responsible for genocidal policies'
The international forces are responsible for the genocidal policies and
the absolute isolation against the Kurdish people. The CPT should impose
sanctions (on Turkiye) to end the isolation imposed in the prison island
of Imrali and release its reports to the public. As the European Kurdish
Women's Movement, we launched a letter-writing campaign on April 19 with
participation of thousands of women from different countries as part of
the 'Freedom for Abdullah Ocalan and a political solution to the Kurdish
question' campaign. We have completed the campaign. More than 20,000
letters have been sent to the CPT, reminding the CPT of its duty and
calling on it to fulfill its duty. We call on the CPT once again to
fulfill its duty.>>

<<'The Women's Social Contract will prevent genocidal attacks'
<The Women's Social Contract will protect women from femicides and
genocidal attacks,> said women of different organizations in North and
East Syria.
Hasakah- The Women's Council of North and East Syria held a meeting in
the city of Hasaka on July 8, 2024 with the participation of 130 women
from different organizations. After the meeting, a committee consisting
of 30 women was formed for drafting a Social Contract for women. NuJINHA
spoke to some women, who attended the meeting.
'We should organize ourselves'
<A historical step was taken in North and East Syria for women,> said
Hediya Şemo, Spokesperson of Rajava Yazidi Women's Union. <Women always
have important roles and missions in their society; however, their roles
and missions were taken away from them following the emergence of
patriarchal systems. Today, hundreds of women struggle and make great
efforts to protect their own truth and history. The revolution in Rojava
took place thanks to the struggle and efforts of women. Since this
revolution brought many valuable gains with it, forming a committee to
draft a social contract for women was essential. As Yazidi women, we
attended the meeting because Yazidi women have been subjected to
genocidal attacks throughout history. We should organize ourselves to
protect ourselves from genocidal attacks.>
'The contract is an indicator of success and democracy'
In her speech, Siham Qeriyo, Co-chair of the People's Assembly of North
and East Syria, drew attention to the importance of the presence of
Syriac women in the contract. <As Syriac women, we attended the meeting
and will play our role in drafting the contract. The contract is
actually an indicator of success and democracy. Women of all
nationalities and ethnic groups will work together to draft the
contract. I believe that their unity will be a role model for the whole
world.>
'A historical step is being taken'
Enahid Qasebiyan, Co-chair of Armenian Women's Union of North and East
Syria, pointed to the genocidal attacks on Armenian, Syriac and Yazidi
people and said, <History is full of genocidal attacks. The Ottoman
Empire committed a genocide against us, Armenians. Syriac and Yazidi
people were also subjected to genocidal attacks. Today, the Turkish
state is an occupying state. Today, a historical step is being taken by
women of North and East Syria. As Armenian women, we will also play our
role in drafting the women's social contract to protect our values,
Armenian women from genocidal attacks and prevent possible genocides. As
Armenian, Syriac, Kurdish and Yazidi people, we share the same pain. The
Women's Social Contract is a victory for us to preserve our existence.>

<<Schools sheltering displaced people to be restored for students
Thousands of people, who were displaced by the occupying policies of the
Turkish state, have to live in IDPs camps or schools. Steps have been
taken to provide education to the students.
Hasakah- The town of Til Temir (Tell Tamer) has been hosting thousands
of displaced people from the villages of Serekaniye, Afrin and Zirgan,
which are under the control of the Turkish state and Turkish-backed
factions. Thousands had to flee their homes when the Turkish state
attacked Serekaniye (Ras al-Ayn), a city in the Jazira Canton of North
and East Syria, in 2019. More than 3,000 displaced people have been
living in IDPs camps and schools in Til Temir. Til Temir has 83 schools;
73 primary schools, nine secondary schools and a high school. <We have
taken steps to provide education to the students,> said Şerin Hiso,
member of the Schools Administration Management of Jazira Canton in Til
Temir.
'Displaced people settled in schools because there were no camps'
Thousands of people were forcibly displaced from Serekaniye by the
Turkish state, Şerin Hiso said. <Til Temir has hosted the displaced
people of Serekaniye and Zirgan for five years and nine months. The
displaced people live in schools where students should receive
education. When the Turkish attacks started, the displaced people
settled in schools because there were no camps. However, this situation
deprives children of education. Our children should receive education.>
Solutions for displaced people and students
The School Administration Management held meetings with the City Council
and the Justice Council to find solutions for both displaced people and
students. <We will find suitable places for the displaced and restore
the schools to provide education to students again. We will evacuate
some schools before the start of the 2024-2025 academic year.>
'Students should receive education to have a better future'
Şerin Hiso also talked about why they had to evacuate schools. <The
Turkish attacks negatively affected students and teachers. Students and
teachers look forward to going to school again. We have to evacuate the
schools so that students can receive education. Students should receive
education to have a better future.>
'We will strengthen our education system'
The School Administration Management makes great efforts to strengthen
the education system of North and East Syria. <We receive and discuss
the comments and suggestions of the parents. We will keep evacuating
schools until all children go to school. Children will not be deprived
of education anymore. The municipal council will provide spaces for the
displaced people in villages or camps. We will strengthen our education
system.> >>

<<What one march teaches: The greatest weapon is organization
Many stories and experiences of struggle came together in the <March for
the Respect of the Will of People> organized by the DEM Party. What the
march teaches is that resistance will bring victory.
Colemêrg (Hakkari)- The <March for the Respect of the Will of People>
was initiated by the Peoples' Equality and Democracy Party (DEM Party)
on June 30 against the replacement of the elected mayor of Colemerg (Hakkari)
with a state-appointed trustee. As a NuJINHA team, we followed the march
for six days, from Van to Hakkari.
Some important points of the march are as follows:
*On June 30, delegations initiated a march in Izmir and Istanbul. They
got together in Ankara and Adana and then went to Northern Kurdistan. In
Elih (Batman), they were welcomed with enthusiasm by hundreds of people.
The members of the delegations, accompanied with thousands, held a march
in the city. After the march, they released a press statement condemning
the state-appointed trustee to the municipality in Hakkari. The members
of the delegations then went to the city of Van.
*The march in the city of Van began after a press release with
participation of thousands from all ages. The members of the delegation
began to march from the city center by holding banners reading,
Trustee, Go Away, <Trustee is a misogynist>, <We do not want a
trustee> and <The Trustee will go, the people will come>.
*The marchers headed over to the Gurpınar district of Van. Despite a
police and gendarmerie blockade, they marched to the district center
with great enthusiasm. They stayed in the district at night. After
having breakfast in the district at around 6 a.m., they restarted their
march despite hot weather.
*<Remaining silent is tiring, not marching,> said the marchers,
demanding the end of trustee policies, the lift of the aggravated
isolation imposed on Kurdish leader Abdullah Ocalan and his physical
freedom, the end of torture and rights violations against political
prisoners and the end of political genocide carried out in Kurdish
cities.
*During the 8-day march from Van to Hakkari, we witnessed a great
resistance and many stories. Hundreds of people, who did not know each
other, marched together by chanting the same slogans until the end of
the march in Hakkari. Some citizens attended the march from Kurdish
cities while some attended it from Turkish cities, saying, <I am here
for democracy.>
*As we mentioned before, people of all ages attended the march,
including women. For six days, they marched by chanting the 'Jin, Jiyan,
Azadi (Women, Life, Freedom)' slogan. On the way, they were supported by
villagers, Berivan (milkmaid) and shepherds.
*The marchers walked about 30 kilometers every day and arrived at
Colemêrg city center on the 8th day. The march turned into a flood of
enthusiasm in the city center. Despite the police blockade, they marched
and gathered in front of the governor's building and asked Ali Çelik,
the governor of Hakkari and the trustee appointed to the municipality in
Hakkari, to go outside from the building.
*What the march teaches is that the greatest weapon is organization and
solidarity. Citizens across Northern Kurdistan and Turkiye came together
to protest the state-appointed trustee to the municipality in Hakkari
and demand the government to respect the will of the people in Hakkari.
*We observed that the people attending the march felt resentment on the
last day of the march because they marched together for six days even if
they did not know each other. The march was tiring but meaningful for
us, journalists. Every step taken by the marches will be remembered in
the region for a long time.>>

<<2 journalists and media worker injured in landmine explosion in
Shengal
Two journalists and one media worker were injured when their car ran
over a landmine near Shengal (Sinjar) on Monday.
News Center- A car carrying reporters of the Çira TV and Çira FM ran
over a landmine on Monday while going to Tal Qasab, a village of Shelgal
(Sinjar) to do interviews on the 10th anniversary of the Yazidi Genocide
committed by ISIS on August 3, 2014. Two journalists and a media worker
have been injured in the landmine explosion. According to the local
reports, the injured people were transferred to a hospital in Mosul and
one of the injured is in critical condition. The Ezidxan Asayish (Yazidi
police forces) and the Iraqi Security Forces have reportedly launched an
investigation into the incident.>>

<<Petition against revocation of Açık Radyo's license
A petition has been launched against the revocation of Açık Radyo's
broadcast license, an Istanbul-based radio station, over mentioning of
<Armenian Genocide> on air.
News Center- On July 3, 2024, the Turkish Radio and Television Supreme
Council (RTÜK) revoked the broadcast license of Açık Radyo (English:
Open Radio) for <refusing to comply> with the five-day broadcasting
suspension that RTUK ordered on 22 May as punishment for hosting a guest
who <incited hate and hostility> by referring to the 1915 <Armenia
genocide> during a broadcast on 24 April. A petition has been launched
by many people, including intellectuals, writers, journalists,
politicians and artists, calling for immediate rescission of the
decision. <The Açık Radyo is a radio station that is open to all the
thoughts, sounds, colors and vibrations of the universe and has been
broadcasting for years,> the petition says, stressing that the decision
is unacceptable. <The decision of the RTUK to revoke the broadcast
license of the radio is unacceptable and clearly violates the
constitutional right to freedom of expression,> the petitioners say,
calling for immediate rescission of the decision.

<<339 Turkish attacks on NE Syria in first half of 2024
The Turkish state launched 339 attacks on the North and East Syria
region by using drones, warplanes and heavy weapons in the first six
months of 2024, the Syrian Democratic Forces (SDF) said in a statement
on Monday.
News Center- The Syrian Democratic Forces (SDF) Media Center has
released a written statement on violations and war crimes committed by
the Turkish state against NE Syria region in the first half of 2024. In
the statement, the SDF announced that the Turkish state launched 339
attacks on the North and East Syria region by using drones, warplanes
and heavy weapons in the first half of 2024 and the attacks also
targeted healthcare workers, civil defense teams and journalists.
<During the first half of 2024, the Turkish occupation continued its
violations and crimes against the people and regions of north and
eastern Syria. These actions constitute war crimes,> the statement said.
<At the beginning of this year, Turkish occupation forces focused on
attacking infrastructure and civil facilities, including laboratories.
By May and June, during the harvest season, they began targeting
agricultural fields (wheat and barley), the primary source of income for
the locals. This not only destroyed the crops but also caused
environmental pollution. The targeting of oil stations in Qamishlo led
to the pollution of nearby rivers, such as the Jagajag River. Villages
and towns along the ceasefire line were repeatedly attacked, resulting
in civilian injuries and property damage.>
The Turkish occupation committed a heinous war crime when it targeted
the Wounded House in Qamishlo, resulting in the martyrdom of two war
wounded (Sorkhwin Rojhalat and Azadi Derik), who were wounded during the
war against ISIS, the statement added.
The statement also said:
· 339 attacks were launched by using heavy weapons, UAVs and warplanes.
· Five civilians, including a child and two women, were killed.
· 52 civilians, including 14 children and six women, were wounded.
· Six fighters were martyred.
· 23 infrastructure facilities were targeted.
· Agricultural areas targeted 13 times.>>
