<<Ex-Woman Wrestler in Iran Fined Over Photo Without Hijab
Iranian authorities have fined a former woman wrestler for posting a
picture of her without a mandatory headscarf on social media. Massoumeh
Suleimani recently revealed on her Instagram page that she has been
fined 50 million tomans ($1,000) for what the Khorramabad Prosecutor's
Office deemed as <acts of violence in cyberspace.> The picture in
question showed Suleimani without a head covering at the gravesite of a
victim of the brutal state crackdown on nationwide protests that erupted
last year. Suleimani, who gained recognition as a successful wrestler
and international referee, was earlier forced to withdraw from the sport
due to pressures from the security apparatus. In defiance of a stern
warning by the International Olympic Committee (IOC), the Islamic
Republic continues to interfere in sports, repressing athletes and
infringing the rights of sportswomen. Suleimani was first arrested in
December 2019 during widespread demonstrations sparked by a sudden surge
in gasoline prices.
She was taken into custody again on May 10 of this year on charges of
<incitement to commit violent acts in social media.>
The human rights website Hengaw reported in August she had been
sentenced to one year in prison. The case stemmed from the publication
of photos depicting Suleimani without hijab at Nika Shakrami's
gravesite.

<<Afghan Immigrants Barred from 16 Iranian Provinces, Official Says
An Iranian official has said that Afghan immigrants have been barred
from residing and working in 16 provinces across the country. Following
a directive from the Supreme National Security Council, eight stages of
a plan to <identify, arrest and expel illegal citizens> have been
implemented in Kermanshah since the beginning of the year, the
director-general of Foreign Nationals and Immigrant Affairs in the
province told ISNA news agency on December 3. Hamzeh Suleimani did not
name the 15 other provinces where the presence of Afghan nationals is
prohibited, but local media have identified them as East Azerbaijan,
West Azerbaijan, Ardabil, Zanjan, Kurdistan, Kermanshah, Ilam, Lorestan,
Chaharmahal and Bakhtiari, Kohgiluyeh and Boyer-Ahmad, Gilan, Mazandaran,
Sistan and Baluchistan, Hormozgan, and Hamedan. The Supreme National
Security Council and the Ministry of Interior did not immediately
confirm the ban on Afghans in 16 provinces. In recent weeks, there have
been reports and videos circulating in Iran showing acts of violence
against Afghan refugees. In one incident, which followed the killing of
a 17-year-old boy in Meybod, several people attacked and set fire to the
homes of Afghans in the city. Interior Minister Ahmed Vahidi has
recently said he had requested the Taliban-led government in Kabul to
facilitate the return of Afghan refugees to their country. Vahidi
estimated the number of Afghans living in Iran at around 5 million. He
said that <legal immigrants will be issued a unique code for
identification purposes, not ID cards.> >>

<<Iranian Schools Closed Amid Air Pollution Surge
Iranian authorities have closed schools in Tehran and several other
provinces due to a surge in air pollution.
In the capital, all primary and secondary schools are closed on December
4, while children, pregnant women and individuals with heart or lung
conditions are advised to avoid outdoor activities and wear masks in the
streets. The deputy coordinator for civil affairs of Alborz also
announced the closure of all primary and secondary schools in the
province. Mansour Shishehfarosh, director-general of Crisis Management
of Isfahan, said that all educational institutions in the province will
be closed. The Tehran Air Quality Control Company announced that the air
pollution index reached 153 on the evening of December 3.
An index of 101-200 is considered <unhealthy.>
The head of the National Meteorological Organization warned of worsening
air pollution in Tehran until December 7. Since the beginning of the
year, Tehran has experienced only nine days of clean air, 179 days of
acceptable air quality, 62 days of unhealthy air for sensitive
populations, and seven days of unhealthy air for all groups. Officials
cite various reasons for the worsening air quality, but no effective
plan has been implemented to address the crisis. According to Mehdi
Pirhadi, the head of the Health, Environment, and Urban Services
Commission at the Tehran City Council, air pollution caused 6,398 deaths
in the capital in 2021.>>

<<Controversial Iranian Musician Tataloo Arrested in Istanbul
Turkish authorities have arrested Amir Tataloo, one of Iran's most
famous musicians and singers, Iranian media report. The semiofficial
ILNA news agency reported that Amirhossein Maqsoodlou, better known as
Amir Tataloo, was apprehended on the evening of December 2 following a
complaint filed by the Iran's Consulate in Istanbul. The tattoo-covered
artist is reportedly accused of <obscene behavior> toward consulate
staff. Last week, videos circulated on social media showed Tataloo at
Istanbul Airport with his passport, leading to speculation that he
intended to return to Iran.
The musician gained notoriety for criticizing the Iranian government's
human rights record in his songs and on social media. However, he later
adopted a conservative stance and urged his fans to vote for hardliners
in the 2017 presidential elections. His most famous single, Nuclear
Energy, released before the 2015 nuclear deal with world powers,
asserted Iran's right to self-defense. The accompanying music video,
shot on a warship in the Persian Gulf, fueled speculation he had been
co-opted by the Iranian establishment. In 2019, Instagram blocked his
account due to the publication of anti-women content and the promotion
of child marriage. In his stories, Tataloo claimed he planned to
establish a <Sultan's Palace> in Türkiye, and invite girls between the
ages of 15 and 20 to join.>>

<<Two Kurdish Sunni Clerics Arrested in Iran
Iranian security forces have arrested two Kurdish Sunni clerics in the
northwestern district of Bukan, as the country's Shia rulers continue
their crackdown on Sunni clerics in Iran. The arrests of Hassan Amini,
the Friday prayer leader of the village of Malaler, and Mohiuddin
Mohammadzadeh, the Friday prayer leader of Nobar village, were reported
by the Kurdpa News Agency on December 2. According to Kurdpa, the
arrests were carried out without a court order and the two clerics were
taken to an unknown location.
Bukan district is located in West Azerbaijan province.
Since the eruption of nationwide protests last year, the government has
intensified its repression of Sunni clerics in the western Kurdish
regions and the southeastern province of Sistan and Baluchestan, home to
the country's Sunni Baluch minority. Numerous clerics have been
imprisoned on political grounds.>>

<<Iranian Political Prisoner's Phone Call Cut Off After He Mentioned
<Torture>
The wife of Iranian political prisoner Yashar Tabrizi has denounced the
abrupt termination of a phone call with her husband after he mentioned
experiencing <pressure, threats and torture> while in custody. In a
statement posted on her Instagram page on December 3, Vahideh Imanzadeh
said that the imprisoned activist's call from Tehran's Evin prison was
cut off after two minutes after he began to speak about his loneliness,
the mistreatment he has endured, and his deteriorating physical and
mental condition. <The responsibility for safeguarding my husband's life
and mental health lies entirely with the judiciary and the Prisons
Organization,> Imanzadeh wrote. Tabrizi was apprehended in the
northwestern city of Tabriz ahead of the anniversary of Mahsa Amini's
death and subsequently transferred to Tehran's Evin prison on September
14. He is being held in Wrad 240, which is overseen by the Islamic
Revolutionary Guard Corps (IRGC) Intelligence Organization. In a
separate development, human rights defender and Nobel Peace Prize
laureate Narges Mohammadi has been denied phone calls and visits since
November 29. According to a post on her Instagram page, which is managed
by her relatives, the head of Evin prison's women's ward informed
Mohammadi of the authorities' decision to restrict her communication.
Previously, Mohammadi had been allowed to communicate with her siblings
in Iran. Mohammadi was awarded the Nobel Peace Prize last month for
keeping up her fight against the <oppression of women> in her country
despite her multiple arrests and spending years behind bars.>>

<<Kurdish Language lecturer sentenced to 11 years in prison
In a recent judicial development in Sanandaj-Kurdistan, Seywan Ebrahimi
a Kurdish language lecturer and a member of the board of directors of
the cultural-social association <Nojin,> has been sentenced to a total
of 11 years of imprisonment by the judiciary of the Islamic Republic of
Iran.
According to reports received by the Hengaw organization for Human
Rights, Seywan Ebrahimi, a Kurdish language teacher, was recently
sentenced by Branch 1 of the Revolutionary Court in Sanandaj, presided
by chief Judge Karami. He received a 10-year prison sentence on charges
of <forming groups with the intent to disrupt national security> and an
additional one-year sentence on charges of <propaganda against the
government,> resulting in a cumulative 11-year term of imprisonment.
Seywan Ebrahimi, in another case in August 2023, was sentenced by Branch
106 of the Criminal Court in Sanandaj to one year of punitive
imprisonment, exile, and flogging of 40 lashes on charges of <disrupting
public order.> On December 3rd, his imprisonment and flogging sentences
were confirmed in the appellate court, while his exile sentence to
Dieselabad Prison in Kermanshah was overturned. On his social media,
Seywan Ebrahimi conveying the reasons for his sentences, including 12
years imprisonment, <responsibility in the Nojin association and its
activities,> <support for the resistance of his spouse, Zara Mohammadi,>
<posting pictures of martyrs on social networks,> and also, <association
with a channel called KurdTV,> claiming unawareness of the existence of
such a channel.
Mr. Ebrahimi, a board member of the <Nojin> cultural and social
association was detained on Wednesday the 18th of January 2023, by
Iranian security forces. He was eventually released on bail, on Monday,
February 14th, from Sanandaj Prison until the conclusion of the legal
proceedings.
He was also arrested previously on January 3rd, 2023 while attending the
Revolutionary Court of Sanandaj to follow up on the case of his spouse,
Zehra Mohammadi, another Kurdish language lecturer in prison at the
time. He was released on bail on January 5th, after depositing the
required bail.>>

<<Ahvaz: 28 Sunni Arab Individuals, Including a Woman, Detained for
Eight Months
Twenty-eight Sunni Arab individuals, one woman and 27 men, have endured
seven months and 22 days in detention, remaining in uncertain custody at
Shiban prison in Ahvaz. According to reports received by the Hengaw
Organization for Human Rights, these twenty-eight prisoners, hailing
from Shushtar, Khuzestan province, serve as the heads of their families.
Over the last eight months of their detention, the living conditions of
their families have become exceedingly fragile, reaching a point where
they cannot afford to engage a lawyer and pursue the case. Human rights
activist Arash Sadeghi has reported the ongoing detention of these
individuals. The Shushtar General and Revolutionary Prosecutor's Office
charged them with <consensus and collusion,> leading to the case being
transferred to the Dezful Revolutionary Court and subsequently declared
closed due to insufficient evidence. However, Sadeghi highlighted that,
despite the closure, the detainees' families sought resolution at the
Dezful Revolutionary Court, only to face resistance from the new judge
who refused to finalize the case. These individuals from Shushtar were
apprehended by security forces on Monday, April 10, 2023, and
subsequently transferred to Shiban prison in Ahvaz, where they continue
to be held.
The names of these prisoners are as follows:

<<A woman sentenced to imprisonment for walking her dog at park in
Tehran-Iran
In a recent legal development in Tehran Neghin Chaparian, a resident of
Tehran, has been sentenced to one year of punitive imprisonment by the
judiciary of the Islamic Republic of Iran. This individual had
previously become the target of an assault by a government-supporting
assailant due to what was termed <walking a dog in the park> and
subsequently had published a video of the incident. According to reports
obtained by the Hengaw organization for Human Rights, on Saturday,
December 2nd, 2023, Neghin Chaparian, a 34 years old resident of Tehran,
was sentenced to one year imprisonment by Branch 29 of the Revolutionary
Court in Tehran under the chief Judge Ali Mazloum. According to informed
sources, the charges against this individual include <propaganda against
the government,> <encouragement of corruption,> <disruption of public
chastity,> and <connections with foreign opposition networks.> Neghin
Chaparian was detained on Monday, August 6th, 2023, at her private
residence by intelligence forces. After a day of detention and
clarification of the charges at the Security Court, she was temporarily
released posting a bail in the amount of a 700 million tomans. Her
arrest occurred three months after an assailant had attacked her for
walking a dog in the park. Later, she had taken the initiative to
publish a video documenting the confrontation with the assailant.>>

<<An Injured Kurdish Protester, Sadegh Mahmoudnejad, Receives Five-Year
Sentence
Sadegh Mahmoudnejad, a participant in the Jin, Jiyan, Azadi movement in
Piranshahr who sustained injuries to his eye during the protests, has
been handed a sentence of five years and six months by the Judiciary of
the Islamic Republic of Iran. This comes in addition to a prior
conviction of three months in prison and 30 lashes in a separate case.
According to a report obtained by the Hengaw Organization for Human
Rights, Sadegh Mahmoudnejad, a married father from the village of <Jeran>
in Piranshahr, faced charges of <membership in the Democratic Party of
Iranian Kurdistan> and <propaganda against the government> at the
Mahabad Revolutionary Court. He has been sentenced to a cumulative
period of five years and six months in prison. The injured protester had
previously received a three-month prison sentence and 30 lashes from
Branch 102 of the Criminal Court of Piranshahr for his involvement in
protests, charged with <disturbing public order and peace.> In a prior
report on Sadegh Mahmoudnejad's health, Hengaw highlighted his extensive
eye surgeries at Khomeini Hospital in Urmia, Farabi Hospital in Tehran,
and Ramsar city's Sajjad Hospital. Despite these efforts, his
left-eye-vision remains significantly impaired, estimated at
approximately 20%. Sadegh Mahmoudnejad was arrested on July 3, 2023, at
his residence by government forces. Subsequently, on July 27 of the same
year, he was provisionally released on bail of 4 billion tomans until
the conclusion of legal proceedings. It's important to note that during
the popular protests in <Mamosta Hajar> square of Piranshahr on the
evening of September 21, 2022, Sadegh Mahmoudnejad sustained eye
injuries from direct gunfire by security forces.>>

<<Shohreh Salekian, a Baha'i adherent, was sentenced to 3 years and 8
months of imprisonment
A Baha'i adherent identified as Shohreh Salekian, a resident of Mashhad,
was sentenced to three years and eight months of imprisonment by the
judicial system of the Islamic Republic of Iran. According to a report
received by the Hengaw Organization for Human Rights, recently, the
Revolutionary Court of Mashhad handed down verdicts of 3 years
imprisonment under the charge of <participation in opposition parties>
and eight months imprisonment under the charge of <propaganda against
the regime> to Shohreh Salekian, a baha'i adherent. This collectively
amounts to three years and eight months of detention. According to the
law of consolidation of sentences, the severe punishment equal to the
three years of penal imprisonment verdict is fully applicable to this
individual. Shohreh Salekian was summoned and formally charged by Branch
903 of the Mashhad Prosecutor's Office on July 29, 2023.>>

<<Mahabad: Security Forces Detain Zakaria Karimi, Brother of Executed
Religious Prisoner Ayoub Karimi
Zakaria Karimi, the brother of Ayoub Karimi, a Kurdish religious
prisoner from Mahabad, who faced execution three days ago in Ghezel
Hesar prison, has been apprehended by security forces. According to a
report obtained by the Hengaw Organization for Human Rights on Thursday,
November 30, 2023, Zakaria Karimi, a Kurdish individual from Mahabad,
was arrested by the Intelligence department in Sardasht city. An
informed source close to Zakaria Karimi's family revealed that he was
subsequently transferred to the detention center of this security
institution in Urmia after his arrest in Sardasht by Intelligence
department forces. Hengaw has learned that Zakaria Karimi's wife and
young child were also detained briefly by the aforementioned forces for
a few hours. In the wake of a video featuring his 70-year-old mother
addressing the public, particularly the judicial system of the Islamic
Republic of Iran, urging a halt to the execution of her son, Ayoub
Karimi, Zakaria Karimi's family has faced pressure from the Intelligence
Department. Zakaria Karimi was arrested after the execution of his
brother Ayoub Karimi's death sentence at dawn on Wednesday, November 29,
2023, in Ghezel Hesar prison in Karaj. Ayoub, a father of two, saw his
death sentence carried out after spending fourteen years in prison.>>

<<Tehran; Reza Aghdasi, a disabled labor activist sentenced to four
years and three months in prison
Reza Aghdasi, a labor activist and one of the fired workers of Iran
Khodro Company, has been sentenced to four years and three months in
prison by the judicial system of the Islamic Republic of Iran. According
to the report received by the Hengaw Organization for Human Rights, Reza
Aghdasi was recently sentenced to eight months in prison by the 26th
branch of Tehran's Iranian Islamic Revolutionary Court on the charge of
<propaganda activity against the regime> and three years and seven
months on the charge of <assembly and collusion against the security of
the country>. In total, he was sentenced to four years and three months
of penal servitude. This disabled labor activist is under treatment due
to movement and physical problems and is the father of two sick
children. On Tuesday, October 24, Reza Aghdasi was arrested and
transferred to Evin prison after being summoned and referred to the 3rd
branch of the Evin investigation office, while issuing a bail of 500
million tomans. This labor activist was arrested last year by the
security forces in his home along with his wife during the Jin, Jiyan,
Azadi movement.>>
