Women prisoners face a particularly egregious violation of their rights
Nestled along 29 Bahman Boulevard in the East Azarbaijan Province of
Iran stands Tabriz Central Prison, a facility originally designed to
accommodate 1800 inmates. However, a stark contrast emerges as this
once-intended capacity has nearly doubled, with over 4000 individuals
confined within its walls. The overcrowding paints a grim picture of a
system straining under immense pressure, where 14 wards meant for 300
each now hold approximately 800 prisoners, many forced to sleep on the
floor due to lack of space. Beyond the sheer volume of bodies, the
prison grapples with a myriad of issues, from inadequate infrastructure
to blatant human rights violations. Amidst the dilapidated conditions
and overcrowded cells, basic amenities like bathrooms are scarce, with
only five serving 800 prisoners and a mere two hours of hot water
available. Medical care is substandard, and hygiene is often
compromised, posing serious health risks to the incarcerated population.
Yet, perhaps even more harrowing are the reports of guard misconduct
that plague Tabriz Central Prison. Instances of humiliation and abuse
perpetrated by guard officers against prisoners are not uncommon, with
dissent often met with harsh punishment, including solitary confinement
in cells devoid of necessities like ventilation and sanitation.
Deprivation extends beyond physical discomforts, as nutrition remains a
critical concern within the walls of Tabriz Central Prison. Meals are
not only of poor quality but also insufficient in quantity, leaving many
inmates hungry and malnourished. Shockingly, the distribution of food
often sees one chicken shared among 40 prisoners, further exacerbating
the pervasive hunger. Amidst these distressing conditions, women
prisoners face a particularly egregious violation of their rights.
Systematic sexual abuse orchestrated by prison officials tarnishes any
semblance of safety or dignity, with reports indicating a chilling
breach of privacy as high-ranking officials access personal records to
target and exploit female inmates. The head of Tabriz Prison and the
head of security access computer records containing women prisoners'
names, characteristics, and photos from which they choose female
prisoners and sexually abuse them after business hours.>>

Ten days have passed since the arrest of 14 individuals from Oshnavieh,
West Azerbaijan (Urmia) province, for their involvement in New Year's
Eve festivities, yet their whereabouts remain undisclosed, leaving their
families in distress. According to a report received by the Hengaw
Organization for Human Rights, there is no information available
regarding the fate of the detained individuals: Yousef Haji-Khoshi,
Salah Qazi, Hessamoddin Mahmoudi, Mohammad Soltanpour, Ghafoor Sheikh-Mohammadi,
Jafar Rasooli, Hassan Rasooli, Moloud Rosta, Hadi Laweh, Ako Ebrahimi,
Rahim Rafati, Omid Rashidpak, Fakhroddin Modarresi, and Arman Ebrahimi.
These individuals were apprehended in their homes by intelligence forces
of the Revolutionary Guards late last week, and their current locations
remain unknown. Hengaw has learned that the families of the detainees
sought information from the Urmia and Oshnavieh Intelligence Departments
last week, yet they were not provided with any definitive answers. In a
prior report by Hengaw, it was stated that these fourteen Kurds were
arrested between Tuesday and Thursday (April 30 to May 2) by Islamic
Revolutionary Guard Corps intelligence forces, allegedly for their
participation in Kurdish New Year's celebrations.>>

Iranian authorities are using a combination of violent tactics and
invasive surveillance to enforce mandatory hijab rules on women. This
coincides with the implementation of the government's <Noor Plan,> which
aims to tighten restrictions on women's clothing. At the recent 35th
Tehran International Book Fair, eyewitnesses reported the use of
quadcopters equipped with cameras to target women not wearing hijabs.
The drones photograph them and transmit their location, enabling <hijab
enforcers> to confront them directly. Women attempting to enter the Book
Fair without hijabs were reportedly denied entry altogether, with
security forces stationed at every entrance. The <Noor Plan>
implementation has also seen numerous accounts of violent arrests by
police and special units targeting women who defy the mandatory hijab.
Since April 13, Iran's law enforcement agencies have been intensifying
the enforcement of hijab regulations under the <Noor Plan.> There have
been numerous reports of women being arrested and harassed for perceived
violations of dress codes across Iran. Users across social networks are
participating in a spontaneous campaign using the hashtag <war against
women> to document their experiences and observations regarding the
government's crackdown on the opponents of mandatory hijab. Reports have
also emerged detailing repressive tactics, especially targeting female
students in various universities. Additionally, there has been
increasing pressure on civil activists, political dissenters, women
political prisoners, and cultural figures.>>

<<CPJ Demands Release of Iranian journalist
The Committee to Protect Journalists (CPJ) has urged the Islamic
Republic to immediately release Shirin Saeedi, an economic journalist,
and stop repressing media workers. CPJ asked the Islamic Republic to
drop all charges against Saeedi and stop imprisoning members of the
press for carrying out their media responsibilities. <Iranian
authorities should immediately release economic journalist Shirin Saeedi
from prison, drop all charges against her, and cease jailing members of
the press for doing their jobs,> the CPJ, a non-profit working to
protect press freedom, said on Thursday.
Saeedi, who has appealed her sentence, is waiting for the court to set a
date for an appeals trial and is hopeful that her sentence will be
reduced, according to the source. <Iranian authorities must free
journalist Shirin Saeedi immediately and unconditionally and cease the
practice of arbitrarily locking up members of the press,> said CPJ
Program Director Carlos Martínez de la Serna in New York. <The lack of
transparency about Saeedi's arrest and her lengthy pre-trial detention
show once again how the Iranian regime feels free to act with impunity
against the country's press,> he added. In September 2022, Saeedi
attended an international journalism workshop in Johannesburg, South
Africa, and later traveled to Lebanon to participate in a similar
program before returning to Tehran.
Iranian authorities took issue with the nature of these workshops,
according to the CPJ.
Meanwhile, despite the CPJ reaching out via email to the representative
office of the Islamic Republic of Iran at the United Nations in New York
to seek clarification on Saeedi's arrest and imprisonment, it has not
received any response so far. Earlier reports from the HRANA news
website said that Saeedi was sentenced to five years in prison by Branch
15 of the Tehran Revolutionary Court on charges of <assembly and
collusion with the intention of acting against national security.>
In recent months, the pressure on media and journalists in Iran has
again intensified.
The Midpoint Institute, which specializes in journalism training, in its
annual report, documented 226 cases of repression of journalists and
media in Iran last year, including 144 cases involving judicial
treatment of journalists. Among these, 102 cases involved arrest and
trial, while 42 entailed summoning and legal action.>>

<<Semnan's Baha'i Cemetery Vandalized
Unknown individuals attacked the Baha'i cemetery in central Semnan amid
ongoing disruptions by authorities regarding the burial of the dead of
the persecuted religious minority. According to an informed source
speaking to IranWire, over the past two months, there have been
instances where the Semnan Baha'i community visited the cemetery to pay
respects and found curses and obscenities directed at the Baha'i
religion and its founder written on the walls of the washroom. Despite
efforts to remove these writings, they reappeared upon subsequent
visits. This vandalism occurred despite the cemetery's remote location
in the mountains, far from public access. The source further disclosed
that on Saturday, several Baha'is visited the cemetery to bury one of
their deceased members and discovered disrespectful and offensive
language written not only on the washroom walls but also on the graves.
The government has also intensified its crackdown on members of the
Baha'i faith, imprisoning dozens on spurious charges over the past year,
denying them access to higher education and livelihoods, and
confiscating or destroying their personal properties.>>

More than 100 musicians, cultural icons, and human rights activists,
including big names like Coldplay and Sting, have signed a letter
demanding the immediate release of rapper Toomaj Salehi, who is facing
the death penalty. <As artists, musicians, writers and leading cultural
figures we stand in solidarity with Toomaj Salehi,> the letter reads.
<We call for his death sentence to be immediately and unconditionally
quashed and for him to be released from detention without delay, with
all other charges dismissed. Art must be allowed to criticise, to
provoke, to question and to challenge authority. That is both our right
and our duty as artists,> it asserts.
A Revolutionary Court in central Isfahan sentenced Salehi, 33, to death
last month.
Salehi was initially arrested in October 2022 after voicing support for
the nationwide Woman, Life, Freedom protests that had erupted the
previous month. He released songs criticizing the government and
supporting the protests demanding more civil freedoms and women's
rights. He also posted pictures and videos of himself during the
demonstrations. In July 2023, a court sentenced the artist to six years
and three months in prison for <corruption on Earth.> He was released on
bail on November 18 after the Supreme Court, responding to an appeal,
found <flaws in the original sentence> and returned the case to a lower
court for reexamination and possible retrial. Salehi was returned to
prison less than two weeks later to face new charges after publicly
discussing his torture in prison in a video.>>

Security forces of the Islamic Republic have arrested two protest
singers and moved them to an undisclosed location. The security forces
in Shiraz arrested Vafa Ahmadpour (Vafadar) and Danial Moghaddam on May
9. Their whereabouts and the reasons for their arrest remain unknown,
according to HRANA human rights website. The news of the arrest was
shared on Ahmadpour's social media channels.
Both singers are known for their protest music.
Ahmadpour recently released a song titled <Amadeh Bash> (Be Ready), and
this could be linked to his arrest. He has a history of run-ins with
authorities. In February, he was detained for 15 days and sentenced to a
year in prison for <spreading propaganda against the Islamic Republic.>
Moghaddam has also faced legal challenges in the past for his music.>>

<<Young Kurdish Kolbar fatally shot by the IRGC with a DShk bullet
A young Kurdish Kolbar from Sardasht city, named Salar Ahmadi, was
killed by IRGC forces with a DShk rifle inside the territory of the
Kurdistan region of Iraq. According to the report received by the Hengaw
Organization for Human Rights, on Thursday, May 9, 2024, the IRGC forces
stationed at the border of Sardasht opened fire, using DShk rifles, on a
group of Kolbars, inside the territory of the Kurdistan region of Iraq,
and as a result, a Kolbar with the identity of Salar Ahmadi was killed.
According to Hengaw's sources, Salar Ahmadi was 23 years old from the
village of 'Nelas' in the district of Sardasht, and his body has not yet
been returned to his hometown. Based on the statistics compiled by the
Statistics and Documents Center of Hengaw, since the beginning of May
until now (9 days), at least 5 Kurdish Kolbars have been killed by
direct fire from the Iranian Border Guards and the IRGC forces in the
borders of Baneh, Saqqez, and Sardasht.>>

Prisoners Continue Their Hunger Strike on the 15th Week of <No to
Execution> Campaign
Since April 20, at least 80 prisoners in Iran who had been sentenced to
death have been executed in prisons across the country. Last week, the
judiciary of the Islamic Republic silently executed Anwar Khezri, a
Kurdish prisoner of conscience, after 15 years of torture and
imprisonment. And, on Tuesday, May 7, in the 15th week of <#NoToExecution>
campaign, prisoners in Evin, Ghezel Hesar, Khorramabad, Khoi, Naqadeh
and other prisons in Iran went on a hunger strike. Besides protesting
executions that have already been carried out, they also warned against
the imminent execution of Khosro Besharat, a Kurdish political prisoner
in Ghezelhessar Prison who has been moved to solitary confinement in
anticipation of his execution, and called for solidarity to stop the
execution. Protesting prisoners also emphasized that the death sentences
issued for political prisoners and prisoners who are not well-known
proves that the regime is determined to suppress and intimidate the
people and, once again, called for solidarity to stop the execution
machine. The hashtag #NoToExecution trended among Iranian social media
users after a message posted on the X account of jailed Nobel Peace
Prize laureate Narges Mohammadi announced that 61 women political
prisoners in Evin Prison will go on a hunger strike on January 25. <The
imprisoned women, to keep the names of the executed alive and to [save]
hundreds of individuals in the prisons of the Islamic Republic awaiting
execution, will resist,> the message read. The announcement followed the
arbitrary execution of Mohammad Ghobadlou, a 23-year-old protester with
a mental disability who was sentenced to death for allegedly killing a
police officer during nationwide protests in September 2022.>>

<<Healthcare Crisis: Drug Shortages Endanger Iran's Thalassemia Patients
Iran faces a healthcare crisis as Thalassemia patients struggle with
critical medication shortages amid the government's focus on enforcing
<religious observance> in pharmacies. Since 2018, over 1,100 patients
have died due to a lack of essential drugs. This shortage coincides with
the return of sanctions and the fall of the Iranian currency. The
Iranian Thalassemia Association has warned of an <exponential> rise in
deaths if the situation persists. <Stable treatment is key,> said Younes
Arab, the Association's head. <Regular blood transfusions and
iron-depleting drugs are crucial. Shortages endanger lives,> he added.
Iran has some domestically produced drugs. However, according to
experts, they have side effects and are ineffective for 35-40 percent of
patients who require specific foreign medication. Arab highlights the
severity of the situation, saying, <Only 12 percent of necessary
medicine was imported last year. This year, there has been none.> On
Monday, the head of Iran's Food and Drug Administration (FDA) linked the
allocation of drug quotas to <observance of hijab and norms.> According
to the FDA head Heydar Mohammadi, pharmacies that fail to heed warnings
regarding the mandatory hijab for both employees and customers will face
punitive measures, including reduced drug quotas.>>

<<Iranian Women Prisoners at Evin Mark Labor Day With 3-Day Event
In an act of solidarity, women at Iran's Evin Prison held a three-day
commemoration of International Labor Day within the women's ward. This
involved a significant amount of collective effort by the prisoners,
culminating in programs. The first day of the commemoration featured a
<worker's gallery> displayed on the walls. Handwritten posters addressed
two key themes: workers' rights and the history of Iran's labor movement
over the past century. These posters, created from discarded newspapers,
showed workers' struggles and resistance and served as powerful visual
and textual reminders of labor issues. Day two focused on spoken word
and discussion. It began with poetry readings, followed by a deep dive
into various topics related to labor. The topics included the history of
International Labor Day globally and in Iran, the challenges and demands
faced by the working class, the role of labor unions, and the inherent
political nature of these issues. The event paid special attention to
the plight of oil workers. The day was concluded with documentaries on
labor struggles, highlighting the importance of labor cinema in this
context. On the final day, they explored the interconnectedness of
various forms of oppression. They held discussions on how the struggles
of workers are intertwined with those of women, ethnic minorities, LGBTQ+
individuals, immigrants, religious minorities, and others. The concept
of <prison labor> was also examined, focusing on the different
situations faced by sentenced laborers, volunteers, and those who refuse
to work.
The challenges faced by retirees were another point of discussion.
The program concluded with an impactful performance piece titled
<Workers' Herds from the Wheel of Oppression.> Inspired by Saeed
Sultanpour's play <Abbas-Agha, Iran National Worker,> this piece used

Market vendors in the port city of Bandar Abbas rallied against tax
hikes on Sunday as reports indicate an expanding goldsmiths' strike
across Iran.
Bandar Abbas vendors gathered to demonstrate outside the Hormozgan
General Administration of Finance and Tax Affairs. They protested the
mandatory 10 percent value-added tax (VAT) increase and wider tax system
issues. Videos showed protesters chanting slogans and demanding the
cancellation of VAT hike directives. Iran's Budget Law for this year
raised the VAT rate from 9 percent to 10 percent. The Bazar Civil
Protest page on social media platform X announced the ongoing
goldsmiths' strike and reported solidarity actions from Shiraz, Yazd,
Tehran, Isfahan, Mashhad, Tabriz, Hamedan, Urmia, Zanjan, Qom, and
Ardabil. The strike targets amendments to the <Capital Income Tax> law.
The changes in the law are awaiting approval from the Guardian Council,
after which they will be implemented shortly. The tax plan requires gold
buyers and sellers to pay a tax on the profit they make from the
difference between buying and selling prices. Additionally, it mandates
that gold dealers must register detailed invoices and asset information
in the tax system. It also imposes tax on gold holdings exceeding 150
