<<Women's Ward of Evin Prison: Three Political Prisoners Detained in
Limbo
Three political prisoners are still detained in the women's ward of Evin
Prison under legally undecided conditions. Varisha Moradi and Pakhshan
Azizi have been held in a state of limbo for more than 280 days since
their arrests, and Atena Farghdani has been detained for 26 days in the
women's ward of Evin Prison in uncertain circumstances.

Varisha Moradi
Varisha Moradi is a women's rights activist and a member of the Free
Women's Society of Eastern Kurdistan (KJAR). She was abducted on August
1, 2023, in Kermanshah, on her way to Sanandaj in western Iran. She was
transferred from the Sanandaj Intelligence Department detention center
to Ward 209 of Evin Prison by the end of August. On December 26, 2023,
after the interrogation process was completed, Moradi was transferred to
the women's ward of Evin Prison. Varisha Moradi, who is originally from
Sanandaj, was charged in January by the Fifth Investigative Branch of
the Tehran Public Prosecutor's Office. Her case was then referred to the
15th Branch of the Tehran Revolutionary Court on charges of <armed
rebellion> for membership in an opposition group. According to reports,
Varisha spent the first five months of her imprisonment in solitary
confinement in the detention center of the Intelligence Department in
Sanandaj and in Ward 209 in Evin Prison, where she was severely tortured
to make false confessions against herself. On April 9, 2024, she
appeared at the 15th branch of the Tehran Revolutionary Court, but due
to lack of counsel, the hearing on her charges was not held.
Ms. Moradi was also not allowed to meet with her lawyer before the trial
as planned.

Pakshan Azizi
Pakhshan Azizi is a journalist and a social worker. The Kurdish activist
was arrested on August 4, 2023, in Shahrak-e Kharrazi, Tehran.
Intelligence agents immediately took her to the Intelligence Ministry
Ward 209 in Evin Prison. Pakhshan Azizi, a graduate of Social Work from
Tehran University, has been deprived of having contact or visits with
her family and of having access to legal representation. Pakhshan Azizi
was previously arrested on November 16, 2009, during a protest by
Kurdish students at Tehran University against the execution of political
prisoners in Kurdistan. She was released on March 19, 2010, on bail.

Atena Farghadani
Atena Farghadani, famous cartoonist and former political prisoner was
violently arrested on April 13, 2024, by security forces while putting
up one of her caricatures on a wall in Pastor Street where the
presidential palace is located. Security forces first took her to one of
their safe houses and severely tortured her. She lost consciousness due
to severe bleeding from her nose and the blows to her head, and hours
later, regained consciousness in the prayer hall of the 8th Fateb police
base where she found out some of her clothes had been removed. After
receiving her clothes, she noticed that blood stains were washed out of
her clothes, and on the morning of April 14, she was transferred to the
Evin courthouse. On April 21, the authorities of Evin Prison planned to
send Atena Farghadani to Branch 26 of the Revolutionary Court for trial
which she refused, arguing that she had not committed a crime and did
not consider the Revolutionary Court to be legal. She has also refused
to accept the counsel of lawyers approved by the judiciary.>>

plight highlights the challenges faced by religious minorities in Iran.
According to a recent report, Ms. Laleh Saati's temporary release was
thwarted by the prosecutor overseeing her case. This disruption has
taken a toll on her mental well-being during her incarceration. Despite
her urgent need for specialized medical attention, she has not been
transferred to a hospital. Born in 1978, Laleh Saati was arrested by
security forces and subsequently transferred to the women's ward of Evin
prison on February 13, 2024. Her detention involved multiple transfers
to the notorious Ward 209, an interrogation center operated by the
Ministry of Intelligence (MOIS). In April of this year, Ms. Saati
received a two-year prison sentence from Branch 26 of the Tehran
Revolutionary Court. Additionally, she was banned from leaving the
country. Notably, Laleh Saati had previously lived in Malaysia before

Iranian security forces arrested her in Shahriar and transferred her to
Qarchak Prison in Varamin. She was then transferred to Evin Prison, and
temporarily released on bail on November 4,2023. However, she was
arrested again on February 6,2024, after the Revolutionary Court of
Shahriar sentenced her to two years in prison on charges of <assembly
and collusion to act against national security>. She was transferred to
Evin prison again to serve her prison term.>>

On Saturday, May 11, political prisoner Massoumeh Nassaji (Farah),
started a hunger strike, refusing food, water, and medicine, to draw
attention to the authorities’ failure to address her demands. Her
situation has become increasingly dire, prompting concern from human
rights advocates and legal experts. Massoumeh Nassaji, 62 years old,
suffers from asthma and depends on an oxygen machine. She has been
incarcerated despite receiving a certificate of intolerance for
imprisonment. The judicial and security authorities have consistently
rejected her request for release. Mohammad Moghimi, a lawyer, expressed
alarm over Ms. Nassaji's condition. He emphasized that her life is at
risk due to the refusal to release her. Despite the forensics' approval
of her plea to avoid further punishment, Nassaji remains in Evin prison.
In protest, she has embarked on a dry food and medicine strike. Ms.
Nassaji suffers from respiratory problems and acute bronchitis. The
forensics' recent approval of her plea should have led to her release,
but the prosecutor's opposition has kept her behind bars. Massoumeh
Nassaji was arrested in Tehran Province and sentenced to 5 years and 4
months of prison by the Revolutionary Court. She was transferred to the
women’s ward of Evin Prison on September 3, 2022. During her
incarceration, she endured a grueling 48 days in solitary confinement,
subjected to intense interrogation and torture to force her into
confessing her own will. During this period, she was denied access to a

collectively sentenced to a total of 16 years in prison by the judicial
system of the Islamic Republic of Iran. According to a report received
by the Hengaw Organization for Human Rights, Osman Delsoz, aged 66, from
Piranshahr, Suleiman Salek, aged 73, from the village of 'Qaragol' in
Bukan, Hajar Delsoz, and Akam Khizirzadeh, both aged 30, from the
village of 'Ziwake' in Piranshahr, were sentenced by Branch 102 of the
Piranshahr Criminal Court on charges of <membership in the Democratic
Party of Iranian Kurdistan.>. Suleiman Salek received a 10-year prison
sentence, while Osman Delsoz, Hajar Delsoz, and Akam Khizirzadeh were
each sentenced to 2 years in prison. Suleiman Salek was arrested on
Tuesday, June 28, 2022, and Osman Delsoz, Hajar Delsoz, and Akam
Khizirzadeh were arrested on Tuesday, June 21, 2022, by Iranian
Intelligence forces. They were temporarily released from prison after
two months, upon posting heavy bails, pending the conclusion of

forcibly arrested his mother, Frangis Fathi (68) and his sister Akram
Kokhian (46) in Malekan, a city in Iran's East Azerbaijan province.
Mehdi Kokhian, currently living in Germany, wrote on his Instagram that
his mother and sister had been arrested and taken to an unknown
location. He said that the security forces had stormed his family's home
and broke windows and doors and used pepper spray against them. The
reason for their arrest and the charges against them are still

face. Mohammad Sharifi Moghadam, Secretary General of the Nursing Union,
blames the <inappropriate conditions> in Iranian hospitals, which result
in a workforce that is <tired, unmotivated, and worn out.> Iranian
nurses are protesting a lack of adequate workforce, leading to double
shifts and extreme fatigue. Their low wages are insufficient to cover
living expenses and add to the financial burden. This problem also
extends to medical residents, who face the challenge of being underpaid
while having a high workload. The high cost of living in major cities
like Tehran further exacerbates their financial woes, pushing some to
the brink of despair. An apparent lack of action from the Ministry of
Health regarding these existing issues is compounding the crisis.
Doctors reportedly fear repercussions for seeking mental health support,
hindering efforts to address the underlying issues. Furthermore, the
exact number of suicides among medical professionals remains unknown,
highlighting a lack of transparency from officials. The World Bank
reports a severe shortage of nurses in Iran, with only two per thousand
people. This deficit is compounded by the mass migration of nurses
seeking better working conditions and pay. The Nursing Union reported
3,000 nurses leaving Iran annually, potentially leading to patient
deaths due to a lack of staff. Due to the financial motivation behind
their leaving, these nurses are unlikely to come back. This jeopardizes

At least 23 Iranian women and girls were killed by their male family
members between March 20 and May 4, according to a report by Etemad
newspaper. Khorasan-Razavi province leads the nation with five reported
cases, followed by Tehran with four. West Azerbaijan, East Azerbaijan,
and Khuzestan each recorded two femicides during this period.
At least sixteen women and girls were murdered within just May.
The report details the reasons behind these killings, including honor
killings, family disputes, domestic arguments, rejection of marriage
proposals, refusal of sexual relations, and requests for divorce. This
year's statistics show a significant increase compared to the same
period in 2023. Last year, Etemad reported at least 10 women killed by
family members during the first half of the year, with many victims
being child brides. Shargh newspaper reported in 2023 that at least 165
women were killed by male family members between 2021 and 2023.
Furthermore, 27 women were murdered in the first three months of 2023
alone, with <honor killings> cited as a primary motive.>>

At Ghezel Hesar Prison, Karaj, Kurdish inmate Kianoush Valadbeigi passed
away due to inadequate medical attention and delays in his transfer to
medical facilities. According to a report received by the Hengaw
Organization for Human Rights, on Wednesday, May 8, 2024, Mr. Valadbeigi,
35, from Noriav village in Paveh County, Kermanshah Province, succumbed
to his health conditions in a Tehran hospital. Despite battling kidney
and heart diseases for several years, he faced obstruction from prison
authorities in obtaining the necessary medical leave. A spokesperson for
the Valadbeigi family lamented, <Kianoush Valadbeigi was arrested in
Shiraz seven years ago on charges related to drug offenses, receiving an
18-year sentence. Approximately two years prior to his demise, he was
relocated from Adel Abad Prison in Shiraz to Ghezel Hesar Prison in
Karaj.> According to data compiled by the Statistics and Documents
Center of the Hengaw Organization for Human Rights, the distressing
death of Mr. Valadbeigi marks one of at least 15 fatalities in Iranian
correctional facilities during the initial five months of 2024, with
eight of these casualties being Kurdish prisoners.>>

Vida Rabbani, an Iranian woman journalist, was denied conditional
release by Branch 36 of the Tehran Court of Appeals. Parto Borhanpour,
Rabbani's lawyer, announced the news on social media, stating the court
justified its decision by citing the <need to punish such criminals> and
<maintain public order.> Rabbani, known for her work with various
publications, including Shargh and Mordam Salar, has a long history of
activism. She was arrested in September 2022 following protests sparked
by the death in custody of Mahsa Amini. In January 2023, she was
sentenced to seven and a half years in prison for <assembly and
collusion against national security> and <propaganda against the Islamic
Republic.> The court's justification for her imprisonment sheds a harsh
light on the Iranian government's treatment of journalists reporting on
critical issues.
This is not Rabbani's first brush with the government.
In 2021, she faced a 10-year sentence for urging participation in a
protest against the downing of a Ukrainian passenger plane. Iran's
suppression of female journalists is a global concern. According to the
Midpoint Journalism School, Iran was the world's worst jailer of female
journalists in 2023.
Their report documented 226 cases of media suppression, including

The plight of at least 12 Azeri civil activists imprisoned in Evin
Prison continues to worsen. These individuals, arrested in various
cities four months ago, remain incarcerated without access to legal
counsel. The detainees' lack of legal representation raises serious
concerns about due process.
Further, Morteza Parvinjoda, who organized a prison art exhibition in
support of other activists, faces additional charges for refusing to
remain silent about prison conditions. His pre-existing health condition
has worsened due to limited access to medical care, and a hunger strike
has resulted in stomach complications. Additionally, Ayaz Seifkhah has
faced pressure through the arrest and detention of his brother. These
arrests are part of a wider crackdown on the Azeri civil society. Over
20 activists were apprehended with excessive force in February. Twelve
of them remain behind bars.
Several detainees reported being assaulted during their initial arrest.
Azeris are the largest ethnic minority in Iran.>>

Iranian security forces detained two Kurdish individuals, Zanko
Iranzadeh and Omar Sharifpour of Sardasht, in connection with Nawroz
celebrations in Kurdistan. According to a report received by the Hengaw
Organization for Human Rights, on Tuesday, May 7, 2024, Zanko Iranzadeh,
32, and Omar Sharifpour, 23, residents of the village 'Ghaleh Rashi' in
Sardasht, were apprehended by intelligence forces without the
presentation of warrants or judicial documents, and were subsequently
taken to an undisclosed location. Despite six days having elapsed since
their arrest, there has been no information regarding theirl. Efforts
made by their families to obtain information have been unsuccessful.
Hengaw has learned that the arrest of these two citizens was in
connection with the special Nawroz celebration events in Kurdistan. As
of the time of this report, precise details regarding the charges,
location of detention, and the status of Zanko Iranzadeh and Omar
Sharifpour remain unknown.>>

<<Zahra Shafeii Suffers Brain Stroke due to Blows to Her Head during
Arrest
Zahra Shafeii, an author, documentary film producer, and former
political prisoner, suffered a brain stroke due to the blows struck to
her head during her arrest on a street in Tehran on September 16, 2023,
the anniversary of the 2022 Iran uprising. On Friday, May 10, 2024, Mr.
Saeed Dehghan, a lawyer, wrote on his X account that Ms. Zahra Shafeii
had been taken to a hospital the previous Thursday for brain surgery to
remove a tumor.
Zahra Shafeii was violently arrested by Guidance Patrol agents on
September 16, 2023, coinciding with the anniversary of the death of
Zhina Mahsa Amini in the custody of the Morality Police. This event
sparked a nationwide uprising lasting six months. She was temporarily
released on bail on November 20, 2023. She had previously recounted how
she was arrested on Enghelab Avenue in Tehran, describing how several
male and female agents viciously beat her in an unusually harsh manner.
Branch 26 of the Revolutionary Court of Tehran sentenced her to nine
years and six months of imprisonment last year. In the initial days of
her arrest, Zahra Shafeii exposed the violent treatment of detainees by
female security forces. Clad in black chadors, military uniforms, and
black masks, they insulted, humiliated, and brutalized young women and
girls, transporting them to undisclosed locations.>>

<<Increased Number of Kurdish Individuals Detained in Shahin Dej in
Relation to Newroz Celebrations
The number of Kurdish individuals detained in Shahin Dej, West
Azerbaijan (Urmia) Province, in connection with Nawroz celebrations has
risen to seven with the recent arrest of three individuals in the
village of 'Quzluy Afshar.' According to a report received by the Hengaw
Organization for Human Rights, on Thursday, May 9, 2024, at 6:00 AM, Ali
Shiri, Salar Beigi, and Naser Moradi were apprehended by intelligence
agency forces in the village of 'Quzluy Afshar' in Shahin Dej (Sayin
Qala). Sources from Hengaw indicate that more than 50 armed forces,
utilizing approximately 10 vehicles, surrounded Quzluy Afshar village
early in the morning. They conducted house-to-house searches, chanting
slogans such as <Death to America and Death to Israel,> before violently
arresting the aforementioned individuals and transferring them to an
undisclosed location.
This follows the previous day's report by Hengaw regarding the arrest of
four other Kurdish individuals from the village of 'Haji-Abad Jaghtu' in
Shahin Dej: Osman Abbasi, Heyman Alizadeh, Shahram Soltani, and Rahman
Khosravi. These individuals were also apprehended by intelligence agency
forces and subsequently transferred to the detention center in Urmia.
Family sources have disclosed that precise information regarding the
situation and charges against the detainees remains unavailable.>>

<<Kurdish Political Prisoner Karwan Shahi Parvaneh Goes on Hunger Strike
to Protest Prolonged Detention
Karwan Shahi Parvaneh, a Kurdish political prisoner hailing from
Oshnavieh, West Azerbaijan (Urmia) province, and one of the detainees of
the Women, Life, Freedom (Jin, Jiyan, Azadi) movement, has commenced a
hunger strike to protest his 20-month detention without due process in
Oshnavieh Central Prison. According to a report received by the Hengaw
Organization for Human Rights, Karwan Shahi Parvaneh initiated the
hunger strike on Tuesday, May 7, 2024, within Oshnavieh Central Prison,
denouncing the continued absence of legal proceedings in his case. A
source close to the prisoner's family revealed that Karwan Shahi
Parvaneh, now in his fourth day of hunger strike as of Thursday, May 9,
2024, commenced the protest to highlight the lack of progress and
transparency in addressing his case. Karwan Shahi Parvaneh, a
23-year-old resident of Oshnavieh, was arrested on the evening of
Monday, October 24, 2022, during Women, Life, Freedom movement by
Iranian Intelligence forces in Oshnavieh. Subsequently, he endured
prolonged detention in the security detention centers of Urmia, enduring
both physical and psychological torture.
Accused of <moharebeh> (Waging war against god) along with six other
detainees from Oshnavieh, Karwan Shahi Parvaneh and his co-detainees
were acquitted of the charge after 18 months in the last hearing of
Branch 3 of the Islamic Revolutionary Court in Urmia. Previous reports
by Hengaw indicated instances of psychological torture and
<demonstrative execution> during their incarceration. Following an
18-month detention period, Karwan Shahi Parvaneh was granted a 5-day
leave on Thursday, March 22, 2023. However, upon his return, he was once
again transferred to Oshnavieh Central Prison, where he remains to this
