Azizi
UN human rights experts have condemned the Iranian Supreme Court's
decision to uphold the death sentence of Kurdish activist Pakhshan Azizi,
urging the authorities to revoke her "arbitrary" sentence based on
confessions under torture, and ensure a fair trial. They also
highlighted the increased targeting of Kurdish women activists in the
country, calling it part of a wider pattern of persecution against
minority women in Iran.
Independent United Nations human rights experts have expressed grave
concern over the Iranian Supreme Court’s decision to uphold the death
sentence of Kurdish activist Pakhshan Azizi. The experts called on the
Iranian authorities to immediately revoke the sentence, investigate
allegations of torture during detention and ensure a fair trial. They
also stressed the need to end the harassment of women activists and
protect the fundamental rights of all individuals, regardless of their
political beliefs or ethnicity. “The use of torture to extract
confessions and the denial of fair trial rights render the death
sentence against Ms. Azizi arbitrary in nature,” the Special Rapporteurs
and Working Groups appointed by the UN’s Human Rights Council warned.
“Her arrest and sentencing appear to be directly related to her
legitimate work as a social worker, particularly her support for
refugees in Iraq and Syria.” “The charges against Ms. Pakhshan Azizi do
not meet the threshold of ‘most serious crimes’ required by
international law for the death penalty,” the experts explained. “Her
death sentence constitutes a serious violation of international human
rights law.” Azizi, a prominent defender of refugees, was arrested by
Iranian intelligence in Tehran on 4 August 2023 and held in solitary
confinement for five months before being sentenced to death for alleged
armed rebellion against the state and membership of opposition groups.
She was also given a four-year prison sentence for alleged ties to the
Kurdistan Free Life Party (PJAK). Reports have raised concerns about
severe torture she endured while in solitary confinement at Evin Prison,
as well as the denial of family visits and legal representation. “We are
deeply concerned by the specific targeting of Kurdish women activists
with politically motivated charges,” the experts added. “This
prosecution reflects the heightened persecution of minority women
activists in Iran and the ongoing efforts to silence them by creating a
climate of fear.”

According to her lawyer’s post on social media platform X, Pakhshan
Azizi’s Article 474 appeal request was rejected by Branch 39 of the
Supreme Court on January 25, 2025; however, her lawyers were notified on
February 5.
‘Pakhshan Azizi is at imminent risk of execution
The Iran Human Rights (IHRNGO) published a statement on Thursday, saying
“Kurdish political prisoner Pakhshan Azizi is at imminent risk of
execution after her Article 474 appeal was rejected by the Supreme
Court.” “The rejection of Pakhshan Azizi’s appeal indicates that the
Islamic Republic sees no way forward other than execution and further
repression,” said Mahmood Amiry-Moghaddam, director of IHRNGO. “The
threat of Pakhshan’s execution is serious, and we can only prevent it by
raising the political cost through public protests and international
pressure.” “The international community must immediately urge the
Iranian authorities to halt the execution of arbitrarily detained
humanitarian aid worker Pakhshan Azizi, who was sentenced to death
following a grossly unfair trial before a Revolutionary Court last
year,” Diana Eltahawy, Amnesty International’s Deputy Director for the
Middle East and North Africa, said in a statement on Thursday. “Pakhshan
Azizi was detained solely in relation to her peaceful human rights and
humanitarian activities, including providing humanitarian support to
women and children in northeast Syria who were displaced following
attacks by the Islamic State armed group. Instead of facing imminent

organizations and networks to raise their voice against the death
penalty in Iran. In the statement, the signatories also called on the
organizations and networks to put pressure on the Iran authorities to
revoke the death sentences handed down to journalist Pakhshan Azizi and
activist Verisheh (Warisha) Moradi. “Women’s organizations must be in
solidarity with women of Iran against the death penalty. They should use

Kurdish civil activist Qane' Khatari, a resident of Sanandaj (Sine), has
been detained by security forces for the past three days, with no
information available regarding his whereabouts. According to a report
received by Hengaw Organization for Human Rights, on Thursday, February
6, 2025, Khatari was arrested by security forces without an arrest
warrant and taken to an undisclosed location. It is noteworthy that on
January 16, 2025, Khatari was previously summoned to the Sanandaj
Intelligence Department, where he was interrogated for several hours
before being released.
Despite three days passing since his latest arrest, his family’s
repeated attempts to obtain any information about his fate and condition
have been met with silence from the authorities. Khatari has a history
of persecution by authorities. On May 18, 2021, he was arrested along
with six other activists—members of the “Jiyanene Kurdistan” charity
campaign—by the Intelligence Department. He was held in detention for 40
days before being released on June 27, 2021, on bail, pending further
judicial proceedings. In May 2022, Branch One of the Sanandaj
Revolutionary Court, presided over by Judge Saeedi, sentenced all seven
activists to two years in prison on charges of “collaboration with a
Kurdish opposition party.” However, following an appeal, Khatari’s
sentence was reduced to 18 months. On July 3, 2022, he was re-arrested
and transferred to Sanandaj Central Prison to serve his sentence. As of
the time of this report, no official information has been released
regarding the reasons for Khatari’s latest arrest, or the charges

<<Parvin Advaei Transferred to Sanandaj Correctional and Rehabilitation
Center
Parvin Advaei, a resident of Marivan, who was detained by security
forces in January 2025, has been transferred to Sanandaj Correctional
and Rehabilitation Center, the women’s ward of Sanandaj Prison. The
civil rights activist was arrested on January 20, 2025, in Marivan and
is currently allowed to contact her family once every two days. However,
no official information has been released regarding the charges against
her or the reasons for her detention. This is not the first time Parvin
Advaei has faced arrest. On July 27, 2019, she was detained by Marivan’s
Intelligence Department forces. Following three months of imprisonment,
she was released on a hefty bail of 5 billion rials. The Revolutionary
Court in Marivan later sentenced her to five years in prison for alleged
membership in the Free Life Party of Kurdistan (PJAK). The sentence was
subsequently reduced to two years by the Provincial Appeals Court.
Parvin Advaei was re-arrested on January 30, 2020, to serve her two-year
prison sentence and was transferred to the Sanandaj Correctional Center.
On April 6, 2020, after serving approximately six months of her
sentence, she was released under the Nowruz Amnesty initiative. Her
recent detention raises serious concerns about the targeting of Kurdish
activists and women’s rights defenders in Iran, especially since
Pakhshan Azizi and Varisha Moradi, both accused of being members of PJAK,
have been sentenced to death.>>

Life, Freedom” Movement sentenced to death
Pejman Soltani, a Kurdish political prisoner, arrested during the “Jin,
Jiyan, Azadi” (Woman, Life, Freedom) movement in Bukan, has been
sentenced to death by Branch One of the Special Juvenile Criminal Court
of West Azerbaijan (Urmia) Province. Two other defendants in the case,
Rezgar Beigzadeh Babamiri and Soran (Ali) Qasemi, have been sentenced to
15 years and 10 years and one day of imprisonment, respectively.
According to a report received by Hengaw Organization for Human Rights,
32-year-old Pejman Soltani, currently imprisoned in Urmia Central
Prison, has been convicted of “premeditated murder” of a Basij member
during the Woman, Life, Freedom movement. In the same case, 47-year-old
Rezgar Beigzadeh Babamiri and 28-year-old Soran (Ali) Qasemi were
convicted of “complicity in murder” and sentenced to 15 years and 10
years and one day of imprisonment. 42-year-old Kaveh Salehi, another
defendant in the case, was acquitted of all charges. The trial for these
detainees took place on December 29, 2024, and the verdicts were
officially delivered to them on January 15, 2025 in Urmia Central
Prison. However, the legal proceedings against them continue. Along with
Jawanmard Mam-Khosravi, another detainee from the Woman, Life, Freedom
movement, they face additional charges in Urmia’s Revolutionary Court,
including “Waging war against God” (moharebeh), “rebellion” (baghi),
sending medical supplies, and smuggling Starlink devices. Soltani was
arrested at his workplace on April 15, 2023, while Qasemi was detained
outside his home on the same day. Babamiri was taken into custody by
intelligence forces on April 17, 2023.Following their arrests, they were
transferred to the Urmia Intelligence Detention Center, where they were
held in solitary confinement for four months and subjected to severe
torture. Reports state that they were forced to make coerced

<<Kurdish man arrested to serve prison sentence in Naqadeh
Yousif Keramat, a Kurdish resident of Naqadeh, has been arrested to
serve his sentence. He had previously been sentenced to six months of
imprisonment by the judicial system of the Islamic Republic of Iran.
According to a report received by the Hengaw Organization for Human
Rights, on Wednesday, February 5, 2025, 26-year-old Yousif (Ehsan)
Keramat was summoned to the Naqadeh Enforcement of Sentences Office,
where he was taken into custody. He was subsequently transferred to
Naqadeh Central Prison to serve his six-month prison term. Hengaw has
learned that Naqadeh Revolutionary Court has recently sentenced Yousif
Keramat to six months of imprisonment on charges of “propaganda against
the regime.” He was initially arrested by security forces last year and
was later released on bail after a period of detention. It is noteworthy
that during the “Jin, Jiyan, Azadi” (Woman, Life, Freedom) movement,
Yousif Keramat was detained for a week by security forces and subjected

Saeedmocheshi, a 26-year-old painter from Sanandaj, was arrested during
a raid by the Intelligence Department on his family home in the Neysar
neighborhood and was taken to an undisclosed location. Four days later,
there is still no information about his fate. According to informed
sources, security forces arrested him without presenting any judicial
warrant and transferred him to an undisclosed location. So far, there is
no specific information available regarding the reasons for his arrest,

<<Kurdish man in Mahabad arrested to serve prison sentence
Kamil (Mohammad) Esmaeili-Azar, a Kurdish resident of Mahabad, has been
arrested to serve his six-month prison sentence and transferred to the
city’s central prison. According to reports received by the Hengaw
Organization for Human Rights, on February 5, 2025, 29-year-old Mohammad
Esmaeili-Azar, a resident of Qaleh Hassan village, a father of two, was
arrested at his home by IRGC intelligence forces using violence and
taken to Mahabad Central Prison to begin his sentence. Hengaw has
learned that Mohammad Esmaeili-Azar had previously been sentenced to 13
months in prison by the Mahabad Revolutionary Court on charges of
“collaborating with the Democratic Party of Iranian Kurdistan.” His
sentence includes six months of imprisonment and seven months of house
arrest under electronic monitoring. He was initially arrested in March
2024 when security forces raided his home and forcibly arrested him.
After several months in custody, he was temporarily released on bail

Hawre Shafei, a 40-year-old resident of Saqqez, was arrested by agents
of the Intelligence Department. A knowledgeable source stated that the
arrest took place at his workplace, a shop located in Shahnaz Square,
Saqqez. As of the time of this report, no precise information is
available regarding the reasons for the arrest, the place of detention,

Ahmad Hasanzadeh, a Kurdish man from Bukan and the father of Mohammad
Hasanzadeh, who was killed during the ‘Woman, Life, Freedom’ movement,
has been arrested to serve a three-month prison sentence. According to a
report received by the Hengaw Organization for Human Rights, on Tuesday,
February 4, 2025, Ahmad Hasanzadeh, 57, the justice-seeking father of
Mohammad Hasanzadeh, was arrested and transferred to Bukan Central
Prison to begin serving his sentence. Last fall, Judge Mehdi Fakhri of
Branch 101 of the Bukan Criminal Court sentenced Hasanzadeh to three
months in prison on charges of “propaganda against the regime.” The
charge was based on his public activism, including encouraging
shopkeepers and merchants to participate in strikes commemorating the
second anniversary of the Woman, Life, Freedom movement. Hengaw
previously reported that during his trial, Hasanzadeh was denied the
opportunity to present a defense. Additionally, another case against him
remains open. Over the past two years, Iranian security forces have
repeatedly summoned or arrested Hasanzadeh. His most recent arrest
occurred on Tuesday, July 30, 2024, when security forces raided his
family home and detained him along with his daughter, Solmaz Hasanzadeh—on
what would have been his slain son’s birthday. He and his daughter were
also arrested on September 5, 2023, by security forces. Mohammad
Hasanzadeh was killed on the night of Wednesday, November 16, 2022,
during public protests in Bukan. He was fatally stabbed multiple times
and shot in the chest by government forces while attempting to rescue a
girl who had been abducted by security forces.>>

Danish Sharafi, a Kurdish man from Sanandaj (Sine), was arrested by
security forces three days ago. According to a report received by Hengaw
Organization for Human Rights, on Sunday, February 2, 2025, 37-year-old
Danish Sharafi, a resident of Salavatabad village near Sanandaj, was
detained and taken to an unknown location. His fate remains unknown.
Sources report that security forces arrested Sharafi at his workplace, a
mobile phone shop, without presenting an arrest warrant, before
transferring him to an undisclosed facility. As of the time of this
report, no information has been provided regarding the reasons for his
arrest, or the charges against him.>>

Pouria Ahmadi, a resident of Dehgolan and the nephew of Shadman Ahmadi,
one of the victims of the Jin, Jiyan, Azadi (Women, Life, Freedom)
movement, has been held in detention for over ten days with no
information about his whereabouts or condition. According to reports
received by the Hengaw Organization for Human Rights, 26-year-old Pouria
Ahmadi has been in custody for more than 10 days, yet his fate remains
unknown. Despite repeated inquiries by his family, no information has
been provided regarding his condition or whereabouts. So far, no details
are available regarding the reasons for his arrest or the charges
brought against him. His uncle, Shadman Ahmadi, a 33-year-old protester
from Dehgolan, was arrested on December 8, 2022, during the Jin, Jiyan,
Azadi (Woman, Life, freedom) movement. He was tortured to death on the
same day while in custody.>>
