Former reformist President Mohammad Khatami criticized the Iranian government's
strict implementation of mandatory hijab rules and called for reforms in the
country instead of a regime change. <They say that if a woman's headscarf is
halfway down the back of her head, they are our children, but if the headscarf
falls and exposes four strands of hair, they are no longer our children,>
Khatami said during a meeting with political activists and journalists on April
25. <While Islam opposes vulgarity, it is not a religion of stagnation and can
be flexible according to time and place,> the ex-reformist president added. He
also said that overthrowing the government <will only lead to heavy chaos and
unrest, and Iran will not benefit from it.> >>

<<Two Iranian Actresses Face Legal Case for Flouting Hijab Rules
Iranian police say they have filed a legal case against two female actors,
Katayoun Riahi and Panthea Bahram, who have recently appeared in public without
a mandatory head covering. The two actresses are accused of <removing hijab in
public and publishing pictures on the internet,> Tehran police said in a
statement on April 24. Riahi and Bahram are among dozens of artists and
sportspeople who have faced economic sanctions, travel bans or detention over
the past months for flouting mandatory hijab rules and for supporting
protesters' calls for more freedoms and women's rights.
Riahi, one of the first Iranian actresses to remove her hijab in support of the
protests, recently attended a funeral ceremony without wearing a headscarf. She
was reportedly arrested in November 2022 and released on bail a week later.
Iranian social media users widely praised Bahram for attending the public
screening of a production on April 19 without a head covering. The manager of
Tehran cinema where the screening took place has been dismissed.

Many Iranian artists and celebrities have voiced support for the women-led
protest movement and criticized the authorities' brutal clampdown on dissent.
Some of them have been arrested, summoned or banned, with Islamic Republic
officials accusing them of <fanning the flames of the riots.>
Iranian authorities formed a secret committee last year to punish celebrities
who backed the anti-government protests, the BBC reported on April 25.
In a letter dated September 22, just six days after the widespread protests
began, the committee sent the Economy Ministry a list of 141 well-known figures,
the broadcaster said. The committee told the ministry to investigate their tax
returns and take unspecified action against them.>>

mandatory hijab
News Center- Security guards of the University of Tehran attacked the students
of the Faculty of Fine Arts on the pretext that one of the female students did
not wear a hijab. According to the received reports, the security guards tried
to confiscate the ID, mobile phone and bag of a female student for not wearing
hijab. The students at the campus reacted to the attitude of the security guards
and resisted them. Forcibly holding some students for an hour, the security
guards reportedly battered and threatened the students. After the incident,
students gathered in front of the security building to protest the attack
against their friends.>>

<<Female Tourist Killed in Iran for Not Wearing Hijab
Basij agents recently killed a female tourist in Shazdeh Mahan garden in Kerman,
Iran. The reason behind this brutal act was the female tourist's decision not to
wear a hijab in public. The situation escalated quickly as people got angry and
started throwing stones at the bus carrying the Basij agents. The state-run
media reported the incident, stating that the Basij agents had warned some
visitors about the mandatory hijab rule before the altercation occurred. As a
result of the ensuing clash, a 60-year-old woman suffered a cardiac arrest and
died in the hospital. (The state-run Rouydad24.ir, April 23, 2023) According to
reports from citizens, a group of Basij agents who had visited the grave of
Qassem Soleimani, the commander of the terrorist Quds Force who was killed in
2020, were involved in a violent altercation. As per Ali Babaei, the governor of
Kerman, the fight broke out between a group of travelers near Mahan, resulting
in several injuries and the death of a 59-year-old woman. The governor
attributed the cause of the conflict to <personal issues.< (The state-run ISNA
news agency, April 23, 2023) However, Mohammad Saberi, the head of the Kerman
Emergency Medical Center, contradicted the governor's statement by revealing
that the woman was actually 72 years old and had undergone open heart surgery,
as evidenced by the marks on her chest. (The state-run Jamarn.ir, April 23,
2023)

Despite previous announcements that the State Security Force (SSF) would refrain
from physically confronting women on the streets and enforce the Hijab Law
through digital systems, Mohammad Moussavian, Isfahan’s prosecutor, has made a
new announcement. He stated that teams would be created to deal with women who
remove their hijabs in public places following a tripartite memorandum of
understanding between the Judiciary, the Revolutionary Guards (IRGC), and the
Headquarters for Enforcing Good and Prohibiting Evil. (The state-run

<<Iran's Provincial Authorities Determined to Enforce Hijab Rules
Every day, authorities across Iran are announcing new measures to enforce
mandatory hijab laws, triggering criticism from lawyers and human rights
activists. The police commander of the north-eastern province of Golestan
recently said that car owners who don't abide by the Islamic Republic's dress
code will receive warnings by SMS. He said the vehicle will be impounded after
the third warning. Meanwhile, the chief prosecutor in Isfahan province announced
that the judiciary, the Islamic Revolutionary Guard Corps (IRGC), and the
provincial Headquarters of the Promotion of Virtue and Prevention of Vice agreed
to set up joint teams to deal with those who violate hijab laws. According to
Mohammed Oliaeifard, a lawyer and member of the International Bar Association,
this move is illegal. The IRGC is not responsible for dealing with <non-security
crimes such as the issue of removing hijab, which falls under the police force's
duties,> he said, adding that the Headquarters of the Promotion of Virtue and
Prevention of Vice <can only issue verbal warnings.> Under the law, Oliaeifard
said, violators of mandatory hijab laws should only receive a fine. <Arresting
people and bringing them to court for the same offense may lead to bigger
problems such as conflicts in detention, as seen in the case of Mahsa Amini.
Moreover, taking thousands of people to court every day over hijab is not
feasible for the judicial system,> according to the lawyer.

The authorities vowed determination in enforcing the mandatory hijab rule as the
number of women defying it has increased since the September 2022 death in
custody of 22-year-old Mahsa Amini. She had been arrested for allegedly wearing
a hijab improperly.>>

Women without a mandatory hijab are now banned from museums and historical
sites, in yet another move showing the authorities' determination to enforce the
Islamic Republic's strict dress code. Morteza Adibzadeh, head of the General
Directorate of Museums, announced the new restriction in a circular dated April
24, citing the <protection of cultural affairs and public safety> as the reason
for the ban.

An Iranian woman died after a fistfight erupted between security forces and a
group of people opposed to mandatory hijab regulations in the southern city of
Kerman, local media reported. The fight erupted in a park on April 23 when
members of the paramilitary Basij force warned visitors about hijab violations
and people came to support women without a headscarf, Rouydad24 news website
reported. It said a 60-year-old woman suffered a cardiac arrest and later died
in hospital. The semi-official Fars news agency confirmed the death but
described the conflict as a fight between <several passengers and a group of
people.> Police detained several people in relation to the incident, it said.
The governor of Kerman said that the <mass conflict> was sparked by personal

Azadi Stadium in Tehran to watch a football match between Esteghlal F.C. and
Persepolis F.C. on Sunday, April 23. The women were forced to leave the area due
to the intervention of the security forces. The Iranian football authorities
promised the International Football Federation (FIFA) that they would allow
women to watch football matches. Although women had been able to buy tickets for
the match between Esteghlal F.C. and Persepolis F.C., they were attacked and

Despite previous announcements that the State Security Force would not
physically confront women on the streets and that the enforcement of the Hijab
Law would be done through digital systems, a new announcement has been made that
teams will be formed to deal with women who remove their hijabs in public
places. Isfahan's prosecutor, Mohammad Moussavian, announced a tripartite
memorandum of understanding between the Judiciary, the Revolutionary Guards (IRGC),
and the Headquarters for Enforcing Good and Prohibiting Evil, which includes the
formation of these teams. Speaking at a ceremony honoring those who engage in
<anti-vice> warnings, Moussavian pointed to the signing of this memorandum and
said that teams would be formed to deal with violators of the Hijab Law in
public places. He also mentioned the formation of particular branches in the
Judiciary to fight against those who break the norms and remove their Hijab due
to the importance of enjoining good and forbidding evil. (The state-run
Eghtesaad24.ir, April 21, 2023) However, at a news conference on March 26, 2023,
mullah Hossein Jalali, a member of the mullahs' parliament, stated that the new
Hijab Plan would be implemented through an intelligent system and would not
entail physical confrontation with women who do not observe the veil. The plan
includes financial punishments ranging from half a million to three billion
tomans, cancellation of driver's licenses and passports, and a ban on internet
use.

In another news related to restrictions on Iranian women, an explosion in a
women’s beauty salon in Qom injured two. According to state media reports, the
explosion occurred on Thursday night, April 20, at 21:39 in a women's beauty
salon on Attaran Boulevard in Qom. Women's hairdressing salons in Qom have been
inspected many times in the past few months, and some have been sealed under
various pretexts.>>

premiere of the last episode of the popular TV series Lion's Skin on April 19
without head covering. <The manager of Lotus Cinema was dismissed due to the
scandals created during the screening of the final episode of Lion's Skin,> Mehr
news agency quoted a deputy director at Cinema Organization of Iran, which is
affiliated with the culture ministry as saying on April 20.>>
