<<Iran's Top Sunni Cleric Says <No> to Military Rule
Iran's most prominent Sunni cleric used his Friday sermon to call for an
end to the armed forces' influence on politics, saying that current
policies have reached a <dead end.> <The armed forces cannot run the
country,> Molavi Abdulhamid, the Sunni Friday prayer leader of the
southeastern city of Zahedan, said on February 16. Molavi, who has been
a key dissenting voice inside Iran since the eruption of nationwide
anti-establishment protests in September 2022, criticized the selection
processes for managers and officials in the Islamic Republic and
deplored the mass disqualification of <competent and capable> candidates
for elections. The cleric said that policies have remained unchanged
after the 2022 uprising, which led to a <loss of spirit> among the
people. <The rightful demands of the people were not addressed,> he
said. Criticizing the <inappropriate treatment> of women in prisons, the
cleric demanded that <their human dignity be preserved> and they be
granted the right to self-defense and choose their own lawyer.>>

<<Six Months Without a Word: Iranian Sunni Cleric Held Hostage to
Pressure Son
Molavi Fathi Mohammad Naqshbandi, the Sunni Friday prayer leader of the
southeastern Iranian city of Rask and a vocal critic of the Islamic
Republic, has been in custody since August 20 last year. Reports from
Baluch human rights media emerged last week suggesting that the
66-year-old cleric may have died due to torture. Amid mounting concerns
in Sistan and Baluchistan province over Molavi's fate, images surfaced
showing two Baluch clerics meeting with him in Mashhad's Vakil Abad
prison. His son Abdul Ghaffar Naqshbandi, a former political prisoner
known for his opposition to Iran's government, told IranWire that
despite his father's heart condition, he hasn't communicated with his
family for the past six months. His father is a well-known advocate of
the marginalized Baluch community and has criticized the Iranian
government's oppressive policies in Sistan and Baluchistan. According to
the Baluch Activists Campaign, Naqshbandi was contacted by the Chabahar
Oil Company on August 20 to help solve problems regarding fuel quotas in
the city. Accompanied by relatives, he traveled to Chabahar, only to be
apprehended by security forces on the way.
Witnesses say that Naqshbandi's car was chased and blocked by security
personnel, who detained him and his son, Mohammad. Following his arrest,
state media quoted the provincial chief justice as accusing Naqshbandi
of espousing the "strong" and <provocative> positions of the adversaries
of national security and peace. The judiciary further claimed that
Naqshbandi had incited <chaos> and <street riots> through his Friday
prayer sermons. In an official statement, the provincial judiciary
asserted that Naqshbandi had been warned about his alleged violations
and given opportunities <to rectify his behavior.> However, he persisted
in his dissenting views, leading to accusations of <confounding the
public mind through false speeches,> <defaming the Islamic Republic
system> and <acting against national security.> While his detained son
was later released, the cleric remains in prison and has had no contact
with his family. Just two days before his arrest, Naqshbandi asserted
his commitment to exposing the government's repression tactics and
supporting protesters despite the threats he faced from security forces.
He also mentioned the pressure exerted on his son, stating, <You have
made our lives unbearable. You have forced Hafiz Abdul Ghaffar
Naqshbandi to leave the country.> <But if you continue to apply
pressure, I will be compelled to disclose everything. Even if I am
killed or imprisoned, all these things will be revealed,> he warned. His
son Abdul Ghaffar Naqshbandi told IranWire: <We were unaware of his
whereabouts, whether he was in Zahedan, Mashhad or elsewhere. Rumors
circulated suggesting our respected father had been martyred under
torture.> <This sparked widespread concern, prompting the regime to
allow two individuals to meet him. These two individuals visited our
father in Vakil Abad prison in Mashhad,> he added. Another son of the
cleric, Mohammed Tayyab Naqshbandi, released a video message urging the
Islamic Republic authorities to provide information about his father's
health condition. Pictures of murals were shared on social media,
reading: <If a single hair is harmed on Molavi Naqshbandi's head, we
will turn Baluchistan into your graveyard.> Finally, on February 10, an
alleged IRGC agent named Mohammed Shahozei shared a picture of himself
with Molavi Naqshbandi, claiming it was taken in Vakil Abad prison.
Abdul Ghaffar Naqshbandi stated that his father has been denied the
right to have legal representation. This political activist also
expressed concerns about his father's health: <Considering his age and
previous stomach and heart ailments, we still have no information about
whether he has been taken to the hospital or not.> According to him, the
family is unaware of whether the cleric has been put on trial. After the
two men met him in Mashhad's prison, they learned that he had been kept
in limbo for six months, confined in a cell with two other inmates.
Father Taken Hostage to Pressure Son
Last year, Abdul Ghaffar Naqshbandi launched a new political movement
against the Islamic Republic. Responding to a question about whether his
father's arrest less than a month after the start of his political
movement was aimed at pressuring him, he said, <This regime engages in
hostage-taking in every sense of the word.> <They claim to adhere to
Islam and the Quran, yet the Quran states that no bearer carries
another's burden,> he said. <If a father commits a crime, the son should
not pay for it. If a brother errs, the other brother should not be held
accountable. This regime, which professes Islam, lacks any semblance of
its teachings. <They aim to compel us to cease our resistance. However,
we declared from the outset of my father's arrest that we will persist
in our struggle against this brutal, bloodthirsty regime, even if my
father's life is to be taken within those prison walls. <He is but one
of the many innocents ensnared or martyred by the mullahs' regime. Thus,
we will not yield.> Abdul Ghaffar Naqshbandi underscored that his father
never sought refuge in silence: <Our honorable father wasn't among those
clerics who turned a blind eye to society's pains, the nation's
problems, and the oppressions inflicted upon the people. He consistently
spoke out against oppression and injustice. <I've observed my father not
just as a parent but also as a Baluch, an Iranian, and a scholar - a
steadfast advocate for righteousness and the downtrodden. <His voice
always echoed the call for truth, teaching me invaluable lessons in
courage, faith, life and humanity. He epitomizes resilience and
fortitude. <As he faces his third imprisonment at 66, he has never
forsaken his commitment to the people, prioritizing their well-being
over his own and his children's.> >>

<<Iranian Woman Executed for Drug-Related Offenses
Iranian authorities have executed a woman on drug-related charges in
Qazvin prison, human rights sources reported on February 16. The
Norway-based Iran Human Rights (IHRNGO) group said that Hajar Atabaki,
41, was executed <in silence> on January 20. It quoted an informed
source as saying that Atabaki was the mother of one child and had
separated from her husband in 2018. <She was arrested and sentenced to
death about two and a half years ago,> the source said. According to
IHRNGO, this is the second confirmed execution of a woman in Iran since
the beginning of the year. The organization said that 212 women have
been executed across the country since 2010.>>

Mohammad Mahmoudi, a 16-year-old Kurdish boy from Javanroud, has been
arrested for expressing joy after the defeat of the Iranian national
football team by the national team of Qatar. According to the report
received by the Hengaw Organization for Human Rights, on the morning of
Wednesday, February 14, 2024, the Iranian Intelligence Forces in
Javanroud, arrested Mohammad Mahmoudi, a 16-year-old child, and
transferred him to an undisclosed location. According to a source close
to Mahmoudi's family, the Iranian Intelligence Forces stormed the
teenager's workplace in a shop and arrested him by resorting to
violence. The Iranian security agencies have told the Mahmoudi family
that their son was arrested and transferred to one of the security
detention centers in Kermanshah due to expressing joy after the defeat
of the Iranian national football team by the Qatar national team. Hengaw
has been informed that at least ten Kurdish children have been arrested
in the city of Javanroud for the same reason, and so far, the identities
of two of them, 17-year-old Mohammad Yousefi and 16-year-old Mohammad
Mahmoudi, have been clarified.>>

<<Dozens of Inmates Await Execution in Iranian Prison
Ninety Iranians incarcerated in Zanjan Central Prison await execution on
charges including drug trafficking, murder, armed robbery and rape,
human rights groups have warned. The Norway-based Iran Human Rights
group said that the vast majority of them were sentenced to death for
drug-related offenses. Four were convicted of rape. In recent weeks, the
sharp rise in executions in the country sparked passionate calls from
Iranian civil society to abolish the death penalty, with the hashtag #NoToExecution
being increasingly popular among social media users. Ten political
prisoners held in Ghezelhesar prison have initiated weekly hunger
strikes they dubbed <Black Tuesdays> to protest the judiciary's issuance
and enforcement of death sentences.
Their protest action garnered widespread support from political
prisoners nationwide.
The number of people given capital punishment across Iran reached a
12-month high in January, with at least 35 people being sentenced to
death during that month, according to the activist HRANA news agency. As
many as 86 individuals were executed in January, it also said, stressing
that capital punishment in Iran is “routinely imposed following trials
that fall short of due process guarantees, in a judicial system that
lacks transparency and impartiality, and for crimes that do not amount
to the most serious crimes under international law.> >>

<<Kurdish Teenager Detained by Iranian Forces with Uncertain Status
Following Football Celebration
Mohammad Yousefi, a 17-year-old boy from the city of Javanroud, was
arrested nine days ago for expressing joy following the defeat of the
Iranian national football team, and there is still no information
regarding his whereabouts. According to a report received by the Hengaw
Organization for Human Rights, on Wednesday, February 7, 2024, Mohammad
Yousefi, a minor from Javanroud, was apprehended by security forces in
the city.
According to a reliable source, Mohammad Yousefi was taken into custody
shortly after the football match between Iran and Qatar amidst a crowd
of cheering spectators. For the past nine days, there has been no update
on the location or condition of this detained minor, and the efforts of
his family to ascertain his well-being have been unsuccessful. Hengaw
has learned that several other minors were also arrested around the same
time as Mohammad Yousefi, though their identities have yet to be
confirmed. The national football team of the Islamic Republic of Iran
suffered a 3-2 defeat against the national football team of Qatar in the
semi-final stage of the Asian Nations Cup at Al-Thamamah Stadium on
Wednesday, February 7, failing to advance to the finals. It is worth
noting that in several cities in Kurdistan, including Javanroud,
Sanandaj, and Divandarreh, residents took to the streets to express
their joy following the Iranian team's loss.>>

<<Keivan Rahimian, a Baha'i college professor currently in detention,
has been sentenced to nine years in prison and additional penalties by
the judicial system of the Islamic Republic of Iran. According to a
report received by the Hengaw Organization for Human Rights, the
58-year-old Keivan Rahimian was handed a five-year imprisonment term for
<anti-Islamic activities> and an additional four years for charges of
<collusion and conspiracy against national security> by the 15th branch
of the Tehran Revolutionary Court. According to the verdict, Rahimian
will also face six years of social rights exclusion and a fine of fifty
million Iranian tomans. Under the law of sentence consolidation,
Rahimian will serve a total of five years of rigorous imprisonment.
Keivan Rahimian, who holds a master's degree in psychology, previously
served five years in detention for charges related to national security
in 2012. He was released from Karaj Gohar Dasht (Rajai Shahr) prison in
2017 after completing his sentence.>>
