<<Khamenei Urges Iranians to Participate in Elections amid General
Disinterest
With Iran's parliamentary vote scheduled in less than two months, the
Supreme Leader of the Islamic Republic accused people who shun elections
of playing in the hands of <the enemy.> <The enemy's ultimate goal is to
isolate the populace, and low voter turnout aligns with their agenda,>
Ali Khamenei said on January 9. In recent years, tightly controlled
elections in Iran have been marred by declining voter participation,
particularly since widespread anti-government protests in 2017. Khamenei
also said that many of the economic <deficiencies and challenges> faced
by the country <stem from the absence of public engagement.> He did not
address issues such as mass disqualification of election candidates,
public grievances regarding social freedoms and economic hardships, or
massive human rights violations. Iranian registered voters will be
called to polling stations on March 1 to choose among thousands of
candidates running for seats in the 290-seat parliament and the Assembly
of Experts, a 88-member chamber of theologians that oversees the work of
the supreme leader. The Guardians Council, a powerful constitutional
watchdog, disqualified more than 7,000 reformist candidates from the
previous general election in 2020. The upcoming vote will be the first
since anti-establishment protests erupted across the country in
September 2022, triggering growing acts of civil disobedience among the
population. The protests winded down early last year amid a brutal state
crackdown on demonstrations in which more than 500 people were killed
and over 22,000 others were unlawfully detained. Following biased
trials, the judiciary handed down stiff sentences, including the death
penalty, to protesters. At least eight of them have been executed so far.
As the country's clerical establishment is still reeling from the Women,
Life, Freedom protest movement, civil rights activists, students,
religious minorities, artists and journalists continue to be beaten,
detained and given harsh prison sentences. Another critical issue
officials must continue to deal with is the devastated economy resulting
from economic sanctions. The country's widening budget deficit continues
to cripple the economy, with the International Monetary Fund reporting
that the government debt is now equal to three annual budgets. The value
of the national currency, the rial, has plummeted, erasing many Iranians'
life savings and fuelling inflation (around 50 percent in 2023), leaving
many Iranians struggling to meet basic needs.>>

Women vs taliban
Jinha - Womens News Agency 9 Jan 2024
<<Taliban arrest women for wearing ‘bad hijab’
The Taliban have arrested several women in Kabul for wearing 'bad Hijab'.
News Center- The Taliban authorities have intensified their crackdown
against dress code violations. According to the local reports,
authorities arrested at least 10 women in the Khair Khana and Dasht-e
Barchi neighborhoods of Kabul on Sunday for not following the dress code
imposed by the Taliban. The local sources reported that the Taliban's
Ministry of Promotion of Virtue and Prevention of Vice officials had
arrested women and taken them to unknown locations. In recent days, the
Taliban's Ministry of Promotion of Virtue and Prevention of Vice has
initiated a new wave of arrests against girls and women in various areas
of Kabul for not following the dress code. The crackdown is the latest
blow to Afghan women and girls, who have already been marginalized by
the Taliban's bans on education, employment, and restrictions in access
to public spaces. In May 2022, the Taliban issued a decree and called on
Afghan women to show only their eyes in public.>>

Iranwire - 9 Jan 2024
<<Iranian Protest Singer Yarrahi Sentenced to Prison, Flogging
Mehdi Yarrahi, an Iranian singer who released a song last year
criticizing compulsory headscarf rules in the country, has been
sentenced to two years and eight months in prison, as well as 74 lashes,
his legal representative says. Lawyer Zahra Minoui announced on January
9 that the sentence was handed down by Branch 26 of the Tehran
Revolutionary Court. She did not say on which charges her client had
been convicted. Article 134 of the Islamic Penal Code qualifies Yarrahi
for a one-year reduction of Yarrahi's prison term. The flogging sentence
sparked harsh criticism from human rights groups, which consider this
form of punishment as judicially-sanctioned torture. The country's
Islamic Penal Code provides for various corporal punishments, including
flogging, amputation, blinding, crucifixion and stoning. Yarrahi was
arrested in August last year and later released from custody after a
fellow artist posted a 15-billion-toman ($300,000) bond. Yarrahi was
arrested following the release of his song Roosarito, or Your Headscarf
in English, which was accompanied by a video showing women in various
social settings without their mandatory headscarves, some dancing to the
music. Yarrahi dedicated the song to the <brave women of Iran who shine
courageously at the forefront of the 'Women Life Freedom' movement,> a
reference to the monthslong nationwide protests sparked by the September
2022 death of Mahsa Amini while she was in police custody for an alleged
hijab violation. As a protest against the singer's arrest, Iranian
social media users posted and shared videos of their own dance
performances and renditions of his songs. Artists, political activists
and journalists also rallied behind the singer after his jailing.>>

Ceremony
Amir Rahpaikar, a student hailing from Marivan and enrolled in the
Isfahan University of Technology, has been apprehended by the security
forces of the Islamic Republic of Iran. His arrest is linked to his
critical remarks concerning the commemoration of Qassem Soleimani's
death. In recent days, at least two other students faced arrest on
charges of <insulting Qassem Soleimani.> According to a report obtained
by Hengaw Organization for Human Rights, on Saturday, January 6, 2024,
22-year-old Amir Rahpaikar, a Kurdish student pursuing chemical
engineering at Isfahan University of Technology, was taken into custody
by the IRGC's intelligence department. According to informed sources,
following his arrest in Isfahan, Amir Rahpaikar was transferred to the
city's central prison by the security forces and is currently being
denied basic rights, including access to legal representation and
visitation. Previously, a minimum of two other students faced similar
charges and arrests by the security forces. The identities of these
students have been confirmed as Sorna Alipour, a student at Hormozgan
University of Medical Sciences, and Mehdi Saadati, a final-year pharmacy
student at Yazd Shahid Sadoughi University of Medical Sciences in Yazd.
Simultaneously with their arrests, these students have been barred from

<<Iranian Authorities Amputate Fingers of Two Theft Convicts
Since the beginning of the year, judicial authorities in Iran's Qom
province have amputated the fingers of two individuals convicted of
theft, the human rights network HRANA reported. <Regrettably, three
others currently face the same inhumane punishment for similar charges,>
the US-based group said on January 9. According to the Abdorrahman
Boroumand Center, which specializes in Iranian human rights research,
authorities in Iran have amputated the fingers of more than 130 men over
the past 23 years. Diana Eltahawy, Amnesty International's deputy
director for the Middle East and North Africa, has described amputation
as <judicially-sanctioned torture and, therefore, a crime under
international law.> <These amputations are particularly harrowing
displays of the Iranian authorities' contempt for human rights and
dignity,> she said in a statement last year.
The country's Islamic Penal Code provides for various corporal
punishments amounting to torture, including amputation, flogging,
blinding, crucifixion and stoning. For certain types of theft, those
convicted shall <have four fingers on their right hands completely cut
off so that only the palm of their hands and their thumbs are left.> The
authorities use a guillotine machine to amputate the fingers. According
to Amnesty International, the victims of judicial amputations are
overwhelmingly from impoverished backgrounds and lack legal
representation of their choosing. <With impunity rife in Iran, more and
more people will be subjected to this unspeakably cruel punishment
unless the international community takes action,> Eltahawy warned.>>

<<Iranian Court Sends 63-Year-Old Baha'i to Seven-Year Imprisonment
The Khorasan Razavi Court of Appeal has confirmed an eight-year prison
sentence handed down against Sirus Zabihi Moghadam, a 63-year-old Bahai
citizen residing in Mashhad. The initial ruling was issued by the
Mashhad Revolutionary Court on November 24 last year. According to the
verdict, Zabihi was sentenced to seven years in prison for <forming and
being a member of opposition groups [accused of] forming Baha'i
organizations with the intention of disrupting national security.> He
was also sentenced to an additional year for <propaganda against the
system.> Zabihi will serve the harsher sentence of seven years, as
stipulated by Article 134 of the Islamic Penal Code, which mandates
applying the most severe punishment in cases involving multiple charges.
He has 10 days to present himself to the authorities to begin his prison
term. Zabihi was arrested at his home in Mashhad on September 24, 2023
and spent 73 days in detention before being released on bail. He has a
history of arrests and imprisonment related to his Baha'i faith dating
back to the 1980s and 1990s. The government has intensified its
crackdown on members of the Baha'i faith, imprisoning dozens of them on
spurious charges over the past year, denying them access to higher
education and livelihoods, and confiscating or destroying their personal
properties.>>

<<Three Kurdish protesters convicted of <canonical outlawed> an
allegation could result in death sentence
In the town of Bukan, three detainees associated with the <Jin, Jian,
Azadi> Movement, Kamran Soltani, Mohammad Faraji, and Rauf Sheikhmaroufi,
have been accused of <canonically outlawed> by the judiciary of the
Islamic Republic of Iran. These individuals, arrested during the Jin,
Jiyan, Azadi Movement protests last year. According to reports obtained
by the Hengaw organization for Human Rights, Kamran Soltani 21 years
old, Mohammad Faraji 21 years old, and Rauf Sheikhmaroufi 22 years old,
Kurdish residents of Bukan, are at risk of execution with the grave
allegations of <canonically outlawed>. Sources indicate that during
their interrogations at the Urmia Intelligence Detention Center, these
three detainees endured severe physical and psychological torture in an
attempt to extract forced confessions. Iranian security forces
persistently extend their detentions and exert pressure on these
detainees to portray them as involved in the killing of a government
official during last year's protests, seeking to impose heavy judicial
sentences on these protesters. Rauf Sheikhahmadi was arrested on the
evening of Tuesday, December 26, 2022, Mohammad Faraji on Tuesday,
February 21, 2023, and Kamran Soltani on February 27, 2023, all brutally
assaulted during detention by intelligence agents in Bukan and
transferred to the intelligence detention center. These individuals were
transferred to Bukan Central Prison on Friday, June 10, 2023, after
several months of interrogation and torture in the Urmia Intelligence
Detention Center, where they are currently held without specific
charges. It is important to note that Mohammad Faraji, initially
detained on Sunday, January 14, 2023, and released temporarily on
February 2, 2023, was arrested again by security forces just one week
after his temporary release. Hengaw had previously reported that, <Urmia

with car problems and asking Mr. Faraji to diagnose their vehicle at a
specific location. He was immediately detained and located to an unknown
location by these forces upon arriving at the given address.> >>

Avoiding the delivery of the bodies and preventing the mourning ceremony
after the execution of four political prisoners in Urmia:
After the execution of Wafa Hanareh, Aram Omari Bardiani, and Rahman
Parhazou in the central prison of Urmia, the Iranian authorities refused
to hand over their bodies to their families and did not allow any
mourning or memorial ceremony to be held for them either in the mosque
or at home. Hengaw has been informed that during the last few days, the
intelligence of the Revolutionary Guards (IRGC) put pressure on the
families of these four political prisoners and announced to them that
they can show videos from the burial of executed ones to the families
only if approved by the authorities. They have also warned these
families about publicizing information in this regard. In response to
the not-delivery of the bodies of Wafa Hanareh, Aram Omari Bardiani, and
Rahman Parhazo to their families after their execution in the central
prison of Urmia, the Hengaw Organization for Human Rights strongly
condemns this action of the Iranian government and considers it a form
of enforced disappearance. Hengaw, which is committed to following up on
the human rights situation in Iran, considers this behavior a clear
violation of fundamental rights and human dignity and demands an
immediate response from the responsible authorities and an international
investigation into this matter. <Enforced disappearance> under
international law: Enforced or forced disappearance is one of the crimes
against humanity in which a person is arrested and hidden by the
government or political organizations without information about their
fate or whereabouts being provided to their family or society. This act
is usually done in order to create fear and terror or as a method to
suppress and punish political opponents. Enforced disappearance is a
serious violation of human rights and causes great suffering and
uncertainty for the families and friends of the victims. In the field of
international law, enforced disappearance is considered an important
crime against human rights that is systematically applied against
citizens. This act is one of the examples of <crime against humanity.>
The <International Convention against Enforced Disappearance> approved
in 2010 is one of the key records in this field. This convention places
special emphasis on the right of individuals to know the status of their
missing loved ones and to obtain justice and compensation. According to
the standards of international law, not only the disappeared person but
also their families are considered victims of this crime due to sudden
separation, lack of access to information, fear of retaliation, and
unknown status. So far, 110 countries have joined this convention, which
plays an important role in preventing the occurrence of these crimes.
However, the Islamic Republic of Iran still refuses to ratify and join
this convention, which shows the indifference of the country's security
and judicial system to respect the rights of the defendants and
prisoners. It is worth mentioning that the families and survivors of the
disappeared can pursue legal action by filing a complaint with the <UN
Working Group on Enforced Disappearances.> After receiving the
complaint, the working group contacts the Iranian authorities to obtain
information about the fate and burial place of the victims.>>

<<Farzaneh Barzekar Faces Sentence for Seeking Justice and Removing her
Veil
Zeinab Khonyabpour Sentenced to 2 Years for Unveiling
The First Branch of the Revolutionary Court and Branch 106 of the Penal
Court No. 2 of Amol sentenced Farzaneh Barzekar to imprisonment, payment
of cash fine, and social deprivations. Farzaneh Barzekar is the mother
of Erfan Rezaii, a 21-year-old who was slain at the hands of security
forces in Amol, during protests on September 21, 2022. She was arrested
and detained in the Prison of Qaemshahr, on September 3, 2023, before
the first anniversary of her son's death. The clerical regime
intimidated the families of slain protesters, and made many arrests
among their parents, siblings, and other relatives to prevent the
outbreak of another uprising on the anniversary of their deaths. The
regime did not allow any of the families to commemorate their loved ones
at their tombs or hold any ceremonies at their homes. In some cases,
they arrested and detained one or both parents, or placed them under
house arrest and blocked access to their residence. Ms. Farzaneh
Barzekar was among the outspoken parents who sought justice for her son
and wanted to commemorate him. Ms. Barzekar's lawyer said she has been
sentenced to a total of 24 months of jail time on charges of propaganda
against the state and insulting Ali Khamenei. The jail sentence has been
suspended for two years but she will have to pay five million tomans of
fine for publishing photos of herself without covering her hair. She
must pay another 15 million Tomans for disseminating falsities in cyber
space, and she is going to be deprived of activity on social media for
one year. By issuing a suspended jail sentence, the regime practically
restricts the person's freedoms, as they could face arrest if they
engage in similar actions again.
