<<Summoning and Detention of a Student Activist in
Isfahan
Fahimeh Soltani, a student activist from Isfahan, was
detained for the second time after being summoned to the
intelligence department of the Revolutionary Guards in the city.
She was subsequently transferred to an undisclosed location.
Soltani, who had previously been arrested during the Woman, Life,
Freedom (Jin, Jiyan, Azadi) movement, had been temporarily
suspended from continuing her studies. According to a report
received by the Hengaw Organization for Human Rights on Saturday,
April 6, 2024, Fahimeh Soltani, a law student at Isfahan
University, was detained and taken to an undisclosed location
after being summoned by the Intelligence Department of the
Revolutionary Guards in Isfahan. Sources close to Soltani's
family reported that she missed a scheduled meeting with Isfahan
University authorities to discuss her case revision on Thursday,
April 4, 2024, as she had been summoned during non-business
hours. Subsequently, she was summoned and detained by the
intelligence department of the Revolutionary Guards in Isfahan.
Despite efforts by Fahimeh Soltani's family, there is still no
information available regarding the reasons for her detention or
her current whereabouts. Earlier, on Monday, November 13, 2022,
Fahimeh Soltani was detained by security forces during the Woman,
Life, Freedom Movement in the Chaharbagh Abbasi neighborhood of
Isfahan and was transferred to an unknown location. Additionally,
she was temporarily suspended from studying for two and a half
semesters by the disciplinary committee of Isfahan University
last year.>>

<<Roya Zakeri, 31, forcefully transferred to psychiatric

A young woman, Roya Zakeri, was taken to an isolation
room at the Razi Psychiatric Hospital by security forces on
April 4, after chanting slogans against Khamenei, the regime's
Supreme Leader. The report was posted on X by her lawyer Sina
Yousefi. He wrote that Roya Zakeri was hospitalized in the Bu
Ali ward of Razi Hospital in Tabriz, northwestern Iran, under
the supervision of security agents and that her life was in
danger. After the morality police attacked Roya Zakeri on the
street last October, she chanted, <down with Khamenei> and was
arrested by security forces and taken to the Razi Psychiatric
Hospital. On October 21, she was transferred to the Tabriz
Intelligence Department and after being interrogated by security
agents, was returned to Razi Hospital. She was finally released
on November 8, 2023. After her release, in a video posted on
social media, she stressed that she was physically and mentally
healthy. <I want to announce that I am in perfect physical and
mental health, and I do not confirm the Islamic Republic's claim
in any way. Yes, I was admitted to Razi Hospital three times,
but all three times it was compulsory and based on the letter of
the judge. During last year's protests, I held a piece of paper
in front of Tabriz University, on which two slogans were written:
'Down with the principle of Velayat al-Faqih (Supreme Leader)'
and 'We want our rights.' The police then attacked and arrested
me, and after I was transferred to the police station, I went on
a hunger strike. Then I was transferred from the police station
to Tabriz Central Prison, and I was detained there for 16 days.>
Roya Zakeri is 31 years old from Marand and has a master's

<<Father Kills Daughter in Iran Amid Rise in 'Honor
Killing'
A father has reportedly murdered his young daughter amid
a rising trend of <honor killings> in Iran. Rokna news agency
reported on April 7 the murder of a 21-year-old girl by her
father in one of the villages of southern Abadan. According to
Rokna's report, the murder was reported to the police of this
city. In the police investigation, it has been determined that
the 75-year-old father of the girl strangled and killed her
under the pretext of <honor.> No details are available about the
exact reason behind the murder. After the accused confessed, he
was arrested and handed over to the Abadan Intelligence Police
for further investigation and completion of the case. The body
of the young girl was also transferred to the forensics.
Rukna reports that the murdered girl's family has
expressed <consent> to the killer and said that they have no
complaints against the perpetrator of this crime, who was the
girl's father. Shargh newspaper, in a report citing official
statistics last year, reported that in less than two years, at
least 165 women in Iran were killed by a male member of their
family, 41 of which were around the capital, Tehran.>>

Crimes Against Humanity in Iran reported by UN human
rights mechanisms
In March and early April, there were several significant
developments regarding the situation of human rights in Iran,
including the rights of women and girls.The UN Special
Rapporteur on the situation of human rights in Iran, Professor
Javaid Rehman, submitted his report to the council in the
conclusion of his six-year mandate, calling for accountability
with respect to long-standing emblematic events such as the
enforced disappearances and summary and arbitrary executions of
1981 and 1988 and the protests of November 2019. These are the
long-time demands of the Iranian people and Resistance for over
four decades. In the meantime, the Independent International
Fact-Finding Mission submitted a damning report on its findings
of crimes against humanity in Iran committed by the Iranian
regime during the 2022-23 protests to the UN Human Rights
Council. The UN Human Rights Council decided to form an
Independent International Fact-Finding Mission to investigate
the crimes committed during the 2022 protests in Iran, during
its special session on November 24, 2022. Then on December 20,
the President of the Human Rights Council announced the
appointment of Sara Hossain (Bangladesh), Shaheen Sardar Ali
(Pakistan), and Viviana Krsticevic (Argentina) to serve as the
three independent members of the Mission and appointed Sara
Hossain as its Chair. The Independent International Fact-Finding
Mission's report concluded that the clerical regime committed
crimes against humanity in Iran during the clampdown on protests

<<Judiciary Chief Voices Concern Over 'Hijab and Chastity'
in Iran
The Islamic Republic's judiciary chief, Gholam-Hossein
Mohseni-Eje'i, expressed concern about the current state of <hijab
and chastity> in the country. This comes less than a week after
Supreme Leader Ali Khamenei reaffirmed the country's mandatory
hijab rule. Mohseni-Eje'i believes existing laws can improve the
situation until a new bill is passed. He also linked the decline
in <psychological security> to the hijab issue, suggesting that
opponents were <disrupting social order.> Mohseni-Eje'i comments
are not new. He previously called for stricter enforcement using
existing laws while the <Chastity and Hijab> bill was debated.
Mohseni-Eje'i views opponents of the hijab as <playing into
enemy hands> and advocates legal action against them. His
statements have been linked to harsher treatment of women and
stricter hijab enforcement within institutions. The news
coincides with the <Chastity and Hijab> bill nearing its final
reform stage. The Guardian Council, a vetting body, previously
identified flaws and returned the bill to parliament for
revisions. The main issue appears to be classifying violations
as crimes or offenses. A resolution is expected soon. The bill,
which the government of Ebrahim Raisi presented to parliament on
May 24 last year, outlines severe penalties for women who
violate mandatory headscarf rules. Non-compliance with the
Islamic Republic's strict dress code is deemed as <nudity.>
Offenders could face fines of up to 8 million tomans ($150),
which could double if not paid within a month, job loss, and a
one-year ban from social media activities. Repeat offenders
would face imprisonment for six months to three years. The <Chastity
and Hijab> bill has gained support from some officials of the
Islamic Republic who consider the hijab a <red line.>

All women in Iran are required to wear a headscarf and
loose-fitting trousers under their coats in public. But a
growing number of women have appeared in public without a
headscarf since months-long protests erupted in September 2022
following the death of a 22-year-old woman, Mahsa Amini, in
police custody. Amini had been arrested in Tehran for allegedly

<<Jailed Iranian Rapper Questioned for Backing Arrested
Footballer
Imprisoned Iranian rapper Toomaj Salehi was questioned by
Iranian prison authorities for expressing support for Amir Nasr
Azadani, a footballer incarcerated in Dastgerd prison. Salehi's
lawyer, Amir Raisian, announced the news on April 7. Raisian
said that prison security in Isfahan's Dastgerd prison
interrogated Salehi, and there was a physical altercation,
resulting in a scratch on Salehi's arm. Azadani, a former player
for Tractor and Sepahan football clubs, was arrested by Iranian
security forces in Isfahan during nationwide protests in
November 2022. On April 4, the footballer was transferred to
solitary confinement by order of the Ministry of Intelligence
and went on a hunger strike in protest. Raisian also announced
that Salehi's hearing for the 2022 charges will be held on April
18 at the first branch of the Isfahan Revolutionary Court.
Explaining the latest developments in Salehi's case, Raisian
told Shargh newspaper, <The Supreme Court reviewed Salehi's 2022
case. They determined that some charges violated the original
verdict from the Isfahan Revolutionary Court and were subject to
amnesty.> Additionally, the Supreme Court found that the
proposed punishments <exceeded legal limits,> he added. <The
court ordered the removal of two charges and sent the case back
to the Revolutionary Court,> Raisian continued. <However, the
investigating branch returned the case to the Isfahan
Prosecutor's Office for an increase in charges.> <Instead of
upholding the acquittals and considering the Supreme Court's
recommendations, the prosecutor's office added two new charges
to the case - 'assisting in rebellion' and 'gathering and
colluding against national security,'> Raisian said. Raisian
expressed hope that Salehi will be allowed to attend his court
hearing in person and defend himself against the charges.>>

Dance Video
A group of female students may face prosecution after
dancing at their graduation ceremony in southern Iran, warned
the university president. A video of female students at Al-Zahra
University in Bushehr celebrating their graduation with music
and dance went viral last week. The university president, Zahra
Hajiani, threatened legal action against the participants and
the video's creator. Hajiani claims the university has not held
a graduation ceremony due to the lack of funds since the
pandemic. She asserts the video, filmed by eight students in
their old graduation gowns and featuring the university
building, was <unauthorized and uncoordinated.> According to
Hajiani, the students who produced the video have been
identified and <will be questioned with their fathers.> She
deems the celebratory video <illegal> and intends to pursue
legal action <ntil a result is obtained.> The video, well-eceived
online, showed students from the Faculty of Architecture
entering the university and celebrating their achievements. This
incident follows a similar one at Isfahan University, where
female students faced threats for a video showing them doing
similar celebratory activities. The university officials
threatened disciplinary action against participating students.
They argued the students obtained graduation attire without
permission and coordinated with a private company to edit the
video. The university emphasized the filming location was
outside its jurisdiction. Both videos featured female students
wearing hijabs. However, the issue goes beyond mandatory
headscarves. The Islamic Republic has a history of using
repression, including prosecution and financial penalties, to
enforce its interpretation of Islamic laws. This persists
despite many Iranian women, especially students, increasingly
advocating for personal choice in clothing and lifestyle after
the 2022 nationwide protests.>>

<<Azeri Labor Activist Sentenced to 9 Months in Prison
The Court of Appeal of East Azerbaijan province has
sentenced Ismail Ahmadi, a labor activist, to nine months in
prison and 70 lashes. The 32nd branch of the Court of Appeal of
East Azarbaijan province confirmed the sentence issued by the
lower court against Ahmadi. Previously, Branch 101 of the
Criminal Court had also sentenced the Azeri labor activist to
nine months in prison and 70 lashes. Ahmadi is accused of
various charges, including <spreading lies,> <propaganda against
the Islamic Republic,> <insulting the sanctities of Islam,> and
<inciting individuals to commit crimes against security> through

The Islamic Revolutionary Guard Corps (IRGC) intelligence
agents in central Isfahan have arrested Fahimeh Soltani, a
student rights activist and law student. According to the HRANA
news agency, Soltani was arrested on April 7 after being
summoned to the intelligence department. She was then taken to
an undisclosed location. Soltani had previously been called to
the university on April 3 to discuss her case. However, she did
not attend as the summons arrived outside business hours.
Following this, she was called again by phone by the
intelligence department and subsequently arrested upon arrival.
This is not Soltani's first arrest. In November 2022, security
forces detained her in Isfahan. She was released in February
2023 under the Iranian judiciary's <Amnesty> decree. Soltani, a
student activist, was also banned from studying for two
semesters by the Isfahan University Disciplinary Committee in
June 2023. In recent months, Iranian security and judicial
institutions have intensified pressure on student protestors.
This includes tactics like summons, arrests, prison sentences,
and even depriving students of their education in an attempt to

Two Kurdish individuals from Dehloran in Ilam province,
Hossein Bapiwand (Ashouri) and Farshad Ayini, previously
detained during the 'women, life, freedom' movement, have been
detained to serve their two-year prison sentences. According to
a report received by the Hengaw Organization for Human Rights on
Saturday, April 6, 2024, after being summoned to the Department
of Corrections, Bapiwand and Ayini were detained and transferred
to the central prison in Ilam. They were initially apprehended
by government forces stationed in Dehloran on the evening of
Tuesday, February 14, 2023, and subsequently transferred to the
central prison of Ilam after interrogation. Bapirvand and Ayini
had previously been detained after being summoned to Dehloran
Court on Sunday, August 13, 2023. They were sentenced to two
years in prison each for <propaganda against the government> by
Branch One of the Revolutionary Court of Ilam in January 2024.>>

<<Hengaw's Statement on Threats to its Members' Lives by
Security Institutions of the Islamic Republic of Iran
The Hengaw Organization for Human Rights wishes to inform
all human rights organizations, civil activists, media outlets,
and concerned individuals about the grave threats to the lives
of its members posed by the security apparatus of the Islamic
Republic of Iran. In recent actions by the security forces of
Iran, several members of the Hengaw board of directors,
including Arsalan Yarahmadi and Jila Mostajer, a resident of
Erbil (Hawler), the capital of the Kurdistan Regional Government
in Iraq, have been directly threatened with forced
disappearances and murder by agents of the Islamic Revolutionary
Guard Corps. Hengaw has recently reported a high probability of
the enforced disappearance of one of its colleagues, Hossein
Bagheri (known as Jakan Baran), by Iranian authorities. A
suspected collaborator with the IRGC has threatened to harm
Arsalan Yarahmadi, Jila Mostajer, and their families, stating
intent to carry out such actions through the Quds forces and the
Ramadan headquarters, regardless of their location, whether in
Iraq or abroad. Additionally, two weeks have elapsed since the
disappearance of Jakan Baran, a former political prisoner and
Hengaw colleague in Ilam. Despite efforts by Hengaw and Baran’s
friends, no accurate information about his condition has
surfaced. Baran vanished two weeks ago while traveling to Turkey
near the Kurdistan Region of the Iraq border, with those
responsible for his transfer refusing to provide any
information, thus heightening suspicions of his enforced
disappearance. In recent weeks, Hengaw has faced unprecedented
cyber attacks from Iranian forces and their affiliates,
targeting social networks and private messages. These attacks
often label Hengaw and its members as <terrorists,>
<separatists,> and <nationalists,> threatening their
elimination. Hengaw warns civil society and pro-democracy
activists in Iran, as well as mainstream media, about the
crucial importance of maintaining the integrity and independence
of Kurdistan’s civil and human rights institutions. These
organizations, devoid of factional, party, or political
affiliations, serve both Kurdistan and Iran. By undermining
civil activism and disseminating misinformation about human
rights abuses in Iran, these attacks seek to normalize the
killing and forced disappearance of Hengaw members worldwide.
Since the inception of the Jin Jiyan Azadi/Woman, Life, Freedom
movement, Hengaw has expanded its activities to document and
report human rights violations throughout Iran. Consequently,
security pressures on its members have escalated significantly.
Notably, a channel affiliated with the Islamic Republic of
Iran's Guards Corps even conducted a survey on methods to
assassinate Arsalan Yarahmadi, one of Hengaw's founders.
Expressing profound concern for the safety of its members and
colleagues, particularly those residing in insecure regions, the
Hengaw Organization for Human Rights issues a grave warning to
safeguard their lives. It implores civil society in Iran, the
media, and all human rights organizations and activists to
amplify awareness of these threats against Hengaw activists.>>

Rasul Galeban, a Kurdish journalist and media activist
from Urmia, has been arrested by the security forces of the
Islamic Republic of Iran in the city.
According to a report received by the Hengaw human rights
organization, on Sunday, April 7, 2024, Rasul Galeban, a
journalist and media activist, was arrested by the <Fata> police
in Urmia. Sources indicate that Galeban's arrest was carried out
by security forces following a complaint from the public
prosecutor and the revolutionary court of Urmia. Galeban is
known as a media activist and the director of the licensed news
site 'Urumiya 24.' He also serves as a media presenter. In his
latest Instagram post, Galeban shared a message on the occasion
of Newroz, referring to this ancient tradition as a symbol of
peace and reconciliation for all peoples.>>

Iraj Mohammadzadeh Taken into Custody
Iraj Mohammadzadeh, a Kurdish journalist and activist
from Javanroud in Kermanshah province (Kermashan), has been
arrested by the security institutions of the Islamic Republic of
Iran. He is also a PhD student in political science. According
to a report received by the Hengaw Organization for Human Rights
on Sunday, April 7, 2024, Iraj Mohammadzadeh, a 45-year-old
journalist from Javanroud, was arrested by Iranian security
agencies after being summoned to the court of this city by order
of the prosecutor. Sources indicate that Mohammadzadeh, a
journalist, media activist, and manager of the Telegram channel
'Titer-e Gharb,' as well as a PhD student in political science
at one of Tehran universities, was transferred to one of the
detention centers of the Iranian security institutions in
Kermanshah following his arrest. As of now, there is no precise
information available regarding the reasons for the arrest, the
charges, or the fate of Iraj Mohammadzadeh.>>

<<Tehran: Two Activists Arrested for Implementing
Imprisonment Sentence
Hasti Amiri and Zia Nabavi, two students and activists in
the academic sphere who protested against the gas attacks on
school students, have been detained and transferred to Evin
Prison to serve their sentence following a summons by Evin
Courthouse. According to a report received by the Hengaw
Organization for Human Rights, on April 6, 2024, Hasti Amiri and
Zia Nabavi, activists from Allameh Tabatabaei University who had
each been sentenced to one year of imprisonment for their
involvement in protesting against the gas attacks on school
students, were detained and transferred to Evin Prison following
a summons to Branch One of Evin Courthouse. These two students
from Allameh Tabatabaei University were sentenced last summer in
the preliminary court and Branch 26 of the Tehran Revolutionary
Court, presided over by Judge Iman Afshari, for their
involvement in <propaganda against the government,> with each
receiving a one-year imprisonment sentence. This verdict was
explicitly confirmed by Branch 36 of the Tehran Province Court
of Appeals. This case pertains to the December 16, 2023,
gathering of Allameh Tabatabaei University students to protest
against the gas attacks on schoolgirls, in which Zia Nabavi and
Hasti Amiri participated. Zia Nabavi has been an activist in the
student movement since 2005, and after being expelled from
education for reasons undisclosed, he was arrested on June 14,
2009, and spent nearly 8 years in prison. Hasti Amiri had also
previously served one year in prison, though the specific reason
for her previous imprisonment was not disclosed.>>

<<Seven Kurdish individuals, including a minor, have been
arrested to serve their imposed sentences
Seven Kurds, including a minor from Oshneviyeh (Shno),
Hiwa Sharifi (17 years old), Shwane Babakri, Shafie Babakri,
Shahin Ebrahimi, Saleh Sakhavat, Soran Bengini, and Shahram
Ebrahimi, who were sentenced to imprisonment by the judicial
system of the Islamic Republic of Iran in February, have been
detained to execute their imprisonment sentences. According to
reports received by the Hengaw Organization for Human Rights on
Thursday, April 4, 2024, seven Kurdish individuals from
Oshneviyeh, including a 17-year-old minor named Hiwa Sharifi, as
well as Shwane Babakri (39 years old) and Shafie Babakri (37
years old), who are sons of an executed political prisoner,
along with Shahin Ebrahimi (28 years old), Saleh Sakhavat (37
years old), Soran Bengini (20 years old), and Shahram Ebrahimi
(21 years old), were detained to execute their sentences and
transferred to Oshneviyeh Central Prison to serve their terms of
imprisonment. These seven individuals were tried in February by
the Oshneviyeh Revolutionary Court on charges of <collaboration
with the Democratic Party of Iranian Kurdistan.> According to
the issued verdict, Hiwa Sharifi, a 17-year-old minor, was
sentenced to three months of imprisonment; Shwane and Shafie
Babakri were each sentenced to six months of imprisonment; and
Saleh Sakhavat, Shahin Ebrahimi, Shahram Ebrahimi, and Soran
Bengini were each sentenced to three months of disciplinary
imprisonment.
Hiwa Sharifi, Shwane Babakri, Shafie Babakri, Shahin
Ebrahimi, and Saleh Sakhavat were detained in Oshneviyeh by
security forces in June 2023 and temporarily released on bail
after one month. Soran Bengini and Shahram Ebrahimi were also
arrested in early February 2023 and later released on bail. It
is worth noting that Shafie Babakri and Shwane Babakri are the
sons of Rashid Babakri, known as 'Rashid Mangour,' who was a
political prisoner executed in Urmia Central Prison in 1993 on
charges of membership in the Democratic Party of Iranian
Kurdistan.>>

<<Kurdish Individual Receives Three-Year Prison Sentence
Taregh Rahimpour, a Kurdish resident of Sanandaj, has
been sentenced to three years in prison by the judicial
authorities of the Islamic Republic of Iran. According to a
report received by the Hengaw Organization for Human Rights,
Taregh Rahimpour, 39 years old, from the village of 'Avihang' in
the suburbs of Sanandaj and a resident of this city, was
sentenced by the First Revolutionary Court of Sanandaj, presided
over by Judge Karami, on charges of <propaganda against the
government> and <membership in the Democratic Party of Iranian
Kurdistan> to three years of suspended imprisonment. According
to a trusted source, the Sanandaj Intelligence department has
yet to return some personal belongings, including Taregh
Rahimpour's mobile phone. Rahimpour's family was deprived of
visiting him during his detention period, and he was subjected
to torture in the detention center with the aim of obtaining
forced confessions. This individual was violently arrested
during a raid by twelve personnel of the Intelligence department
at his shop in the city of Sanandaj on Thursday, September 20,
2023. He was temporarily released from Sanandaj Central Prison
on Tuesday, October 23, 2023, after depositing bail of one
billion tomans pending the end of the trial process.>>

<<Iranian Female Referee Barred from International
Matches
The name of Mehsa Ghorbani, an international referee for
Iranian women's football, has been removed from the roster of
active international referees since March, as reported by
IranWire. According to information obtained by IranWire from a
reliable source within the Iranian Football Federation, the
decision was made by security forces to bar her from leaving
Iran. According to FIFA guidelines, only referees nominated by
their respective national football federations as active
international referees are eligible to officiate official or
friendly football matches in international competitions and
beyond their country's borders. Ghorbani, an Iranian
international football referee, was scheduled to serve as an
assistant video referee (VAR) during the Tehran Derby on March
13. However, just two days before the match, officials informed
the Football Federation that Ghorbani would not officiate.
According to IranWire's source, some federation directors
were insulted by the Islamic Revolutionary Guard Corps (IRGC)
intelligence representative during a meeting about Ghorbani.
They were threatened that failure to cooperate with the IRGC
intelligence organization would result in facing security
charges and the reopening of their legal cases. IranWire's
source disclosed that during the meeting with the IRGC
intelligence representatives, Mehdi Taj, the president of the
Football Federation, asserted that he had previously received
final approval for including female referees in the derby from
the Ministry of Sports and Youth on March 9. <After the
incidents during the Tehran derby, Mrs. Ghorbani's situation has
largely gone unknown,> the source said. <Despite having received
numerous commendations for her work with local referees, the
federation has opted to remove her name from the roster of
active international referees, effectively barring her from
leaving the country to officiate matches,> the source added.
Ghorbani was previously considered by FIFA as a potential
referee for the 2022 World Cup in Qatar. However, the Iranian
Football Federation expressed concerns about her potential
selection as one of the tournament's female referees. As a
result, her participation in international tournaments was

<<Foreigners Hired Iranian Women to Shed Hijab, Says
Khamenei
Iran's Supreme Leader Ali Khamenei has claimed that
foreigners have hired women to remove their mandatory hijab. <I
received credible reports that they [foreigners] hired some
[women] to break the rules in the society and appear without
hijab,> Khamenei said. However, he did not present any evidence.
During a meeting with government officials on Wednesday evening,
he underlined the mandatory nature of the hijab. Khamenei
emphasized that <maintaining the hijab was of utmost
importance,> <framing it as the primary objective,> as <the
enemy intends to regress the country to a pre-revolutionary
era,> which he characterized as <disgraceful.> Addressing the
gathering, Khamenei labeled noncompliance with mandatory hijab
among women as an <imposed challenge.> He asserted that such an
issue had not existed in the country previously. <Hijab is an
integral component of Sharia law, applicable to all Muslim
women. It is a legal mandate that transcends personal beliefs,
demanding compliance from both adherents and non-adherents of
Sharia,> he said. Further emphasizing the imperative of
adherence to wearing hijab, Khamenei stressed its obligatory
nature across governmental, judicial, and other institutional
domains. All women in Iran are required to wear a headscarf and
loose-fitting trousers under their coats in public. But a
growing number of women have appeared in public without a
headscarf since months-long protests erupted in September 2022
following the death of a 22-year-old woman, Mahsa Amini, in
police custody. Amini had been arrested in Tehran for allegedly
