<<Iranian Authorities Ramp Up Crackdown on Businesses and Women During Ramadan
Authorities of the Islamic Republic have intensified a crackdown on businesses and women in the final days of the Muslim holy month of Ramadan.
In a recent incident on April 5, the police commander of Jiroft announced the closure of seven restaurants for providing services during Ramadan.
Moreover, police in Hormozgan province sealed at least 107 businesses in response to alleged disrespect towards Ramadan. Thirteen men and one woman were referred to the judicial authority in connection with it. Earlier, the Director of Inspection and Supervision of Mashhad Trade Unions reported the closure of five coffee shops and four food and pizza takeaways under the same pretext. The coincidence of Ramadan with the Nowruz provided authorities with a pretext to shut down guilds and entertainment venues. From March 22 onwards, reports of numerous trade union closures emerged as Iranians embarked on their New Year travel season. On March 22, the country's police command issued a statement emphasizing their stance against <any violation of fasting, noise pollution, and behaviors conflicting with Islamic and moral values.> Similarly, the head of the Public Places Supervision Department of the Khuzestan Police Command revealed the inspection of 229 businesses from March 23 onwards, warning 198 establishments regarding <public eating.> Fourteen were given sealing warnings, and 55 were closed for <violations of fasting.> This crackdown on <not fasting> in shops is set to continue until the end of Ramadan, according to officials. Furthermore, on March 28, following inspections of over 4,000 restaurants, the Chief of Public Security Police sealed 305 <violators.> Subsequent reports detailed the closure of 42 guild units in Mashhad, 30 in Isfahan, and 6 in Qazvin. However, the most notable closures occurred on April 1, coinciding with Ramadan 21, when news emerged of the shutdown of natural resorts. Police interventions have shifted from confronting non-hijab to fasting, employing tactics previously used for enforcing mandatory hijab. Over the past year, the police and judiciary have resorted to extralegal measures, such as shutting down shops, confiscating vehicles, and imposing restrictions on public services, now extending these methods to those who do not observe fasting. According to Article 638 of the Islamic Penal Code, eating in public is a forbidden act and can lead to imprisonment or lashes. Women appearing without headscarves may face imprisonment or fines too. All women in Iran are required to wear a headscarf and loose-fitting trousers under their coats in public. But a growing number of women have appeared in public without a headscarf since months-long protests erupted in September 2022 following the death of a 22-year-old woman, Mahsa Amini, in police custody. Amini had been arrested in Tehran for allegedly wearing her headscarf <improperly.> >>

<<Student activist Fahime Soltani rearrested in central Iran
Student activist Fahime Soltani was arrested for the second time after being summoned by the Iranian Revolutionary Guards Intelligence Department in the central city of Isfahan. She was transferred to an unknown location. Soltani was also arrested during the nationwide protests and sentenced to temporary suspension from education. According to sources close to Fahime Soltani's family, she was summoned on April 3 by Isfahan University for an examination of her case but did not go because she was contacted after hours. She was then summoned to the IRGC's Intelligence Department where she was arrested. Her family have not been given any information for the reason behind her arrest or her whereabouts. Before this, Fahime Soltani was arrested by security forces in Isfahan, during nationwide protests and was transferred to an unknown location on November 13, 2022. She was released on February 10, 2023. A law student, she also received a two and a half term suspension from Isfahan University's disciplinary committee last summer.>>

<<Iranian University Students Rally Behind Imprisoned Student Activists
University students in Iran have announced their support after two student activists were sent to prison last week. Zia Nabavi and Hasti Amiri, student activists, have begun serving their prison sentences after being convicted of <propaganda against the Islamic Republic> for participating in a protest against the serial poisoning of schoolgirls in 2020. Nabavi, a former political prisoner, initially faced a one-year sentence. However, Evin prison officials recently informed him that a previously suspended one-year sentence would also be enforced, resulting in a total of two years in prison. In response to their imprisonment, students at Allameh Tabatabai University and Al-Zahra University held demonstrations and displayed posters in support of Nabavi and Amiri. As many as 13,000 pupils have reportedly suffered symptoms including nausea, fainting, headaches, coughing, breathing difficulties, and heart palpitations, with many requiring treatment at hospitals. The attacks appeared to have targeted girls for their involvement in the nationwide protests sparked by the September 2022 death of 22-year-old Mahsa Amini in police custody.>>

<<Iranian Nurse Dies by Suicide at Hospital Amid Pressure
A 32-year-old Iranian nurse took his own life at a hospital in western Kermanshah on Tuesday. Sasan worked at the hospital's poisoning department, which specializes in treating suicide attempts. His friends and colleagues reported that he ended his life due to mental pressure following the non-renewal of his contract and subsequent unemployment. Mohammad Sharifi Moghadam, Secretary General of the Nurses' House, confirmed the news and highlighted the concerning trend of suicidal tendencies among medical personnel. Sharifi Moghadam cited research conducted during the COVID-19 pandemic, which found that over 27 percent of nurses reported suicidal thoughts. He emphasized that these suicides extend beyond the pandemic period and blamed the poor working conditions of nurses. He said, <The field is stressful for nurses, and all officials share responsibility for creating such an atmosphere.> For years, nurses in Iran have voiced their frustrations about overwhelming workloads, inadequate compensation and a shortage of employment opportunities, but their demands have largely remained unanswered. The misallocation of resources by the government, including the recent hiring and deployment of officers to crack down on women not wearing the mandatory headscarf, has created a system that undervalues the crucial role played by nurses, contributing to their mass migration.>>

<<Another Young Man Executed in Iran as Death Penalty Cases Rise
Prison authorities of the Islamic Republic have executed another young man amid a significant rise in the use of the death penalty. The inmate convicted of murder was executed at Khorramabad Prison on April 5, according to the Norway-based Iran Human Rights Organization. The inmate, identified as 30-year-old Hassan-Ali Mirzania, was reportedly found guilty four years ago of fatally shooting two brothers with a hunting rifle.
There are currently no official reports about the execution from Iranian authorities or coverage in domestic media. This lack of transparency raises serious concerns about accountability and the due process surrounding capital punishment in Iran. At least 18 prisoners were executed in Iranian prisons during March. This marks a significant increase of 80 percent compared to the previous month, which saw 10 executions. According to the Iran Human Rights Organization's report, the Islamic Republic executed approximately 834 individuals last year.>>

<<Married Woman Killed by Her Brothers in Iran's Ahvaz
A 27-year-old woman was stabbed to death in her Ahvaz home by her own brothers amid a rise in <honor> killings. Local sources reported that the brothers entered the woman's house and inflicted multiple fatal stab wounds. The men also assaulted the woman's husband when he tried to intervene, according to Rokna news agency. No details are available about the exact reason behind the murder.This incident marks the second reported honor killing in Khuzestan province within the past week. Rokna news agency reported on April 7 the murder of a 21-year-old girl by her father in a village in southern Abadan. Shargh newspaper, in a report citing official statistics last year, reported that in less than two years, at least 165 women in Iran were killed by a male member of their family, 41 of which were around the national capital, Tehran.>>

<<Iranian Environmental Activists Freed After Years in Prison
Iranian environmental activists Sepideh Kashani and Taher Qadirian, imprisoned since 2016, were released on Tuesday, just hours after the release of two other activists. The news spread on social networks, accompanied by a photo of them. On Monday, incarcerated environmental activists Niloofar Bayani and Homan Jokar were also freed from Evin prison. Niloofar Bayani, Sepideh Kashani, Homan Jokar, and Taher Qadirian are environmental activists whose lawyer announced they had been granted amnesty on Sunday. They all worked at the Persian Wildlife Heritage Foundation, dedicated to saving the Iranian cheetah from extinction. The Islamic Revolutionary Guard Corps (IRGC) intelligence accused them of espionage without presenting evidence. These activists, along with five others-Abdolreza Kohpayeh, Sam Rajabi, Amir Hossein Khaleghi, Morad Tahbaz, and Kavous Seyed Emami-were charged with <espionage> and <collaboration with hostile countries.> Subsequently, Bayani and Tahbaz received ten-year sentences, Jokar and Qadirian received eight years, while Rajabi, Kashani, Khaleghi, and Hamid were sentenced to six years each. Kohpayeh received the shortest sentence of four years. Previously, Kohpayeh, Rajabi, and Khaleghi were released after completing their terms. Tahbaz was also freed in a prisoner exchange last year. Kavous Seyed Emami died just a month after his arrest during interrogation by the Revolutionary Guards. The authorities claimed it was suicide, but his family vehemently disputes this. No independent investigation has been conducted into the death of the prominent Iranian environmentalist.>>

<<Jaish ul-Adl Militants Clash with Iranian Police, Six Officers Killed
At least six Iranian police officers have been killed in a clash with members of the Jaish ul-Adl militant group in southeastern Sistan and Baluchistan.
The officers were killed when two police vehicles were ambushed. Tasnim news agency, affiliated with Iran's Islamic Revolutionary Guard Corps (IRGC), reported that several other officers were injured alongside the six fatalities. Jaish ul-Adl claimed responsibility for the attack in the Sib and Suran district. Sib and Suran border Khash to the north, Saravan to the east, and the Pakistan border to the southeast. Baluch activist Telegram channel, citing a source, said Jaish ul-Adl forces used silencers during the clash, explaining the lack of reported gunfire. Jaish ul-Adl released a statement claiming responsibility for the attack, stating they targeted <an intelligence operation unit along with special forces.> Jaish ul-Adl is recognized as a terrorist group by both Iranian authorities and several Western governments, including the United States. Armed conflicts and attacks on military and police installations have resulted in dozens of fatalities over the past few weeks. On April 4, the militants launched two separate attacks on military installations, killing at least 10 Iranian security officers and wounding dozens. The attacks follow tensions that flared in January when Iran launched missile strikes against Jaish ul-Adl bases in Pakistan. It prompted retaliatory military action by Pakistan, targeting suspected separatists in Iran.>>

<<Iranian authorities have detained and accused a prominent Kurdish writer of <national security> violations
Dr. Luqman Qanbari, a writer and literary translator, has been detained by the security forces of the Islamic Republic of Iran and is under interrogation on <security> accusations. He translated the book "Kurds in the Unstable Middle East" by Ofra Bengio, an Arab historian. According to a report received by the Hengaw organization for Human Rights, in the early hours of Sunday, April 7, 2024, Dr. Luqman Qanbari was detained by a large number of intelligence forces of the Islamic Revolutionary Guard Corps (IRGC) at his residence in Serpol-e Zahab, Kermanshah province.
According to a source familiar with the incident, the IRGC intelligence forces raided Dr. Luqman Qanbari's residence with a court warrant and confiscated his personal belongings, including his mobile phone, laptop, and degree certificates. It is important to note that the Ministry of Culture and Islamic Guidance of the Islamic Republic of Iran has refused to issue a permit for the publishing of the book "Kurds in Iran." >>

Hossein Razzaq, a political activist currently imprisoned in Iran's Evin prison, has been sentenced to 74 lashes for an alleged <absence and failure to go to prison> in northern Amol. This sentence comes despite Razzaq's documented imprisonment since his arrest on August 21, 2022, in Amol. He was transferred to Evin prison and only briefly released for medical leave in March 2023 due to his deteriorating health. Authorities returned him to prison despite a medical examiner's recommendation otherwise. Adding to the absurdity, IranWire reports that notices regarding his absence from Amol Prison were delivered to him while he was already incarcerated in Evin. The Tehran General and Revolutionary Court filed this case against Razzaq in February, even though he was demonstrably in prison. His verdict states that the trial was held in absentia <due to the lack of access to the accused,> resulting in the 74-lash sentence. Razzaq had suffered a severe beating at the hands of several intelligence agents while his hands and feet were shackled behind his back, sources told IranWire. Despite being aware of his several medical conditions, the agents left him lying for several hours in one of the units of Ward 209. Following Razzaq's return to the general ward, the lingering effects of the assault were documented at the Evin prison clinic.>>

In an escalation of harassment against Baha'i citizens, a Revolutionary Court has summoned 12 members of the persecuted religious minority to face charges. Branch One of the Revolutionary Court in northern Sari has called them separately to hear their charges. According to Article 500 of the Islamic Penal Code, the charges center on alleged <deviant educational and propaganda activities contrary to Islamic law.> As per reports, the 12 Baha'is summoned are Sohrab Laqaei, Zahra Golabian, Fawad Laqaei, Emilia Fanaian, Hossein Fanaian, Nasim Samimi, Sohail Haqdoost, Rakuel Ataian, Banafsheh Asadian, Kyomars Akbari, Anahita Koshkabaghi, and Melodi Samimi. Baha'is have been systematically persecuted in Iran for 44 years because of their faith and are often accused of being spies or opposed to the Iranian government. The Baha'i International Community notes that no evidence has been provided to demonstrate these charges. The government has intensified its crackdown on members of the Baha'i faith, imprisoning dozens of them on spurious charges over the past year, denying them access to higher education and livelihoods, and confiscating or destroying their personal properties.>>

<<Two Iranian Environmental Activists Walk Out of Jail After 8 Years
Niloofar Bayani and Homan Jokar, Iranian environmental activists imprisoned since 2016, were released on Monday. Social media images captured their moment of freedom outside the prison. Bayani and Jokar were arrested in February 2016 alongside others like Sepideh Kashani and Taher Qadirian. They all worked at the Persian Wildlife Heritage Foundation, which is dedicated to saving the Iranian cheetah from extinction. The Islamic Revolutionary Guard Corps (IRGC) intelligence accused them of espionage without evidence. These activists and five others - Abdolreza Kohpayeh, Sam Rajabi, Amir Hossein Khaleghi, Morad Tahbaz, and Kavous Seyed Emami - faced charges of <espionage> and <collaboration with hostile countries.> Subsequently, Bayani and Tahbaz received ten-year sentences, Jokar and Qadirian received eight years, while Rajabi, Kashani, Khaleghi, and Hamid received six years each. Kohpayeh had the shortest sentence of four years. Previously, Kohpayeh, Rajabi, and Khaleghi were released after completing their terms. Tahbaz was also freed in a prisoner exchange last year. Kavous Seyed Emami died just a month after his arrest during interrogation by the Revolutionary Guards. The authorities claimed it was suicide, but his family vehemently disputes this. No independent investigation has been conducted into the death of the prominent Iranian environmentalist.>>

According to a report received by the Hengaw Human Rights Organization, on Tuesday, 26 March 2024, Ramyar Mohammazadeh, a 19-year-old resident of Piranshahr, was detained by intelligence forces storming his parents' home. According to an informed source, this individual was detained in a violent manner and without the presentation of any judicial warrant, and then transferred to an unknown location. As of the time of this report, precise information about the reasons for detention, charges, and the whereabouts of Ramyar Mohammazadeh is not available, and his family's efforts to inquire about his situation have been unsuccessful.>>

Since 1997, the ASIL has presented the Butcher Medal to exceptional individuals who contribute significantly to <the development or realization of human rights.> Broumand received the award for her efforts to promote human rights and democracy in Iran. Through the Abdorrahman Boroumand Foundation, she has spearheaded the creation of comprehensive and unbiased reports documenting human rights abuses in Iran. The Abdorrahman Boroumand Foundation, established in 2001 by Roya and Ladan Boroumand, honors their father, Abdolrahman Boroumand, who was assassinated in Paris in 1991 by agents of the Islamic Republic. As a non-profit, non-governmental organization, the foundation strives to strengthen democracy and human rights by maintaining a database of human rights violations. Their documented research has been instrumental in international forums, playing a crucial role in condemning the Islamic Republic's human rights abuses. Notably, the foundation's documentation was cited in the conviction of Hamid Nouri for his participation in the mass executions of Iranian political prisoners in 1988. Prior recipients of the Guler T. Butcher Medal include Asma Jahangir, the former UN Special Rapporteur on Iran, who received the honor in 2016. The late Guler T.
